Message from Met Council Member Dr. Tyronne Carter, District 3

Imagine 2050, the Met Council’s long-term regional plan, is our region’s foundational planning policy document. It lays out our vision for efficient and economical development in support of a more prosperous region.
Throughout 2024, I reached out to elected leaders of all 17 cities in District 3. I listened to their concerns about proposed changes to minimum net residential density in Imagine 2050. Many highlighted a sincere desire to support affordable housing development while balancing the realities of market demand and the need to protect natural spaces from intensive development.
I was pleased to work with my Met Council colleagues to ensure that communities’ needs were reflected in the plan’s language and actions. The final adopted version of Imagine 2050 incorporated a change to minimum net residential density for suburban edge communities. I am also a strong supporter of implementing flexibility to ensure that all communities can align their local needs and desires with regional policy goals.
Now that the Met Council has adopted Imagine 2050 as a broad policy framework, we’re building on prior engagement to design administrative guidelines and programs that will support communities and local governments throughout the local comprehensive planning process. Throughout spring and summer, we’ll share updates about major projects and initiatives to support local governments as they prepare new comprehensive plans, like regional systems statements, revisions to the Local Planning Handbook, planning assistance grants, and learning sessions for local officials.
As we transition from Thrive MSP 2040 to Imagine 2050, I am committed to working with stakeholders and fellow Met Council members to ensure that communities have the support they need to align with the new regional vision. I encourage you to keep an eye on the Imagine 2050 web page for updates on implementation guidelines and programs, and to keep in contact with your community’s Local Planning Assistance Sector Representative. I am also pleased to hear directly from you if you have questions or concerns about the Met Council’s work.
I am thankful for the opportunity to work with staff, local governments, and community leaders to build a collaborative vision for our region’s future, with abundant opportunities for all to live, work, play, and thrive.
Throughout 2024, I had the pleasure of visiting cities throughout District 9 to meet local officials. I always enjoy learning more about communities, hearing from local leaders about their priorities, and discussing how we can work together to align local vision with regional goals. I look forward to continuing to meet with communities throughout the district in 2025 and bringing their perspectives to my work at the Met Council.

In October 2024, I attended the Mpact Mobility Transit + Community Conference in Philadelphia along with other Met Council Transportation Committee members. The conference focused on the interplay of transit, mobility, land use, and development in building great places to live for everyone.
