Message from Council Member Toni Carter
As we near the end of the year, I’m reflecting on my time as the Metropolitan Council member for District 14. Since joining the council in 2023, I’ve used my experience as a Ramsey County commissioner to bring a unique perspective to our work as we build a prosperous, equitable, and sustainable region for everyone. I want to share some important updates, discuss ongoing efforts to enhance transit safety and security, and highlight some of my recent connections with the community.

Imagine 2050: We’re reviewing public comments received on the draft 2050 regional development guide, Imagine 2050. I have personally read each comment from District 14 community members. We’ll work on integrating your feedback into the final draft, which is on track for review by the full council in February 2025.

Transit projects and program updates: Several major projects are in development, engineering, and construction phases, including the B Line and E Line, new BRT Lines (F, G and H), Gold Line (opening on March 22, 2025), Purple Line, Green Line Extension, and Blue Line Extension. |

Save the Date: On Thursday, January 30, the Met Council will host a State of the Region event, which includes conversations between leaders and regional public figures. Watch for my invitation in December, and check out some photos and content from the last State of the Region in March.
I’m excited about our plans to significantly increase transit service over the next few years. Faster and more frequent regional transit service will help connect more people to more places. At the same time, transit safety is a top concern for people in the community, including myself and other Council members.
While we know there is more work to be done, the Safety and Security Action Plan that the Met Council adopted in 2022 has spurred incredible change. There is a greater official presence on transit lines, and more teams are working to clean stations and stops. In addition, our Metro Transit Police Department and local police forces are committed to ensuring riders can enjoy a safe and comfortable experience.
I also invite you to learn about our Adopt-a-Stop program (Better Bus Stops), which is a great way to get involved by helping to keep your local bus stop or transit station clean and alerting us when there are significant cleanliness or maintenance issues.
 I’m grateful for the opportunity to serve the Met Council, and I am excited to contribute to building a 21st century regional transit network. I also look forward to engaging and collaborating with people even more in the region. In 2024, I participated in over 30 community events and attended dozens of community meetings, including National Night Out in several locations throughout Saint Paul. I met Metro Transit Police Officer Katherine Kompelien and community members who shared their thoughts on how the Met Council can contribute to community safety at and near bus and light rail stations. I’m grateful for all of our constituents and stakeholders who share their thoughts about how we can build a prosperous future for our region, together.

Recently, I had the pleasure of visiting the Metropolitan Water Resources Recovery Facility, also known as the Metro Plant, in Saint Paul. The Metro Plant treats about 172 million gallons of water per day, which is about 70% of the Met Council’s regional capacity. This incredible facility is a testament to the excellent work Met Council employees do every day to ensure clean water for future generations.
