2023 Construction Overview
This is a two-week construction update. The next update will be sent on January 5, 2024. Anticipate less construction activities December 23 through January 2. The project team thanks everyone for their patience as the first full year of construction wraps up.
Downtown St. Paul highlights
Ongoing:
- Construction activities wrapped up on the south side of 5th Street between Robert Street and Jackson Street.
Traffic Impacts:
- Lane closures reopened on 5th Street between Robert Street and Jackson Street, and Robert Street between 4th Street and 5th Street. The sidewalk adjacent to the work zone is reopened.

East St. Paul highlights
Upcoming:
- In early January, crews will drill holes and place posts for the construction of a noise wall near the intersection of Maria Avenue and Hudson Road. Residents in the area will experience an increase in noise and vibrations during these activities.
- Crews will begin pile-driving activities near the intersection of McKnight Road and Hudson Road for a pedestrian and bus-only bridge in early January.
Ongoing:
- Crews finish work on the installation of a signal and a signal cabinet at the intersection of westbound I-94 off-ramp and Mounds Boulevard.
- Crews continue constructing a retaining wall between Mounds Boulevard and Maria Street.
- Crews finish noise wall construction this week along Hudson Road between Maple Street and Earl Street.
- Between Earl Street and Frank Street crews continue to construct noise walls.
- Crews construct foundations and walls for the Earl Station at Hudson Road and Earl Street.
- Between Frank Street and Griffith Street, crews install noise wall posts.
- Bridge construction is underway at Johnson Parkway. This week, crews began pile driving for bridge foundations. Expect closures of Johnson Parkway underneath I-94 during pile driving activities and additional noise and vibrations during this activity. Follow the posted detour route.
- Work continues on a retaining wall near Old Hudson Road and Luella Street. Pile driving activities continue for retaining wall construction near Old Hudson Road and Luella Street. Expect additional noise during this activity. The closure will remain through January 2024.
- Crews grade the area for bridge work and install sanitary and stormwater sewers near the intersection of McKnight Road and Hudson Road.
- Private utility relocation work continues along Hudson Road and McKnight Road in East St. Paul. Crews move into the area and prepare for pile-driving activities in early January.

Traffic Impacts:
- Northbound Mounds Boulevard between eastbound I-94 on-ramp and Kellogg Boulevard is reopened.
- Maple Street pedestrian bridge will reopen in summer 2024.
- Hudson Road between Maria Street and Earl Street is reopened.
- Hudson Road between Earl Street and Frank Street is reopened.
- Hudson Road east of Frank Street to Griffith Street will remain closed this winter. Access to properties maintained from the west to Frank Street.
- Concrete lanes on Hudson Road are future bus-only lanes for the Gold Line route. They are closed to regular vehicle traffic.
- Expect intermittent closures on Johnson Parkway between Wakefield Avenue and Hudson Road underneath Interstate 94. Follow posted detour route.

Maplewood/Landfall/Oakdale highlights

- Crews will begin pile-driving activities near the intersection of McKnight Road and Hudson Road for a pedestrian and bus-only bridge in early January.
Ongoing:
- Construction activities continue on Century Avenue/Highway 120 as crews pile drive and construct foundations for the pedestrian and bus-only bridge over Century Avenue.
- Private utility relocation work continues along 4th Street, Hadley Avenue, and Hudson Boulevard in Oakdale.
Traffic impacts:
- Lane shifts and lane closures near McKnight Road and Hudson Road will continue this winter.
- Century Avenue/Highway 120 is reduced to a single lane in each direction between Innovation Blvd and Brookview Drive, on either side of the I-94 overpass.
- Helmo Avenue south of 4th Street in Oakdale is reopened.

Woodbury highlights
Ongoing:
- Crews install signals along Bielenberg Drive between Hudson Road and Tamarack Road. Vehicle access will be maintained during this work.
- South from Tamarack Road along Bielenberg Drive, crews install signals. Private utility relocation work continues along Bielenberg Drive in Woodbury.
- Construction continues for the new Woodlane Park & Ride near the intersection of Woodlane Drive and Guider Drive. Crews install underground utilities, a retaining wall, and pour concrete for the future park & ride structure.
- Crews replace underground water main along Guider Drive near the Queens Station area.
Traffic Impacts:
- Northbound and southbound traffic on Bielenberg Drive between Hudson Road and Guider Drive is returned to a regular configuration running on either side of the center median. Both directions for traffic will be reduced to one lane during installation of traffic signals.
- Guider Drive between Bielenberg Drive and Queens Drive is temporarily reopened for the winter.

MnDOT Highway 61 Study
- A study along Hwy 61 from I-94 to Lower Afton Rd. in St. Paul to determine what safety, mobility and accessibility improvements are needed for a 2027 resurfacing project.

- Safety improvements for all users along East 7th St./Hwy 5 and Arcade St./Hwy 61 from I-94 in St. Paul to Roselawn Ave. in Maplewood.
