2023 Construction Overview
Approaching the end of the 2023 construction season, Gold Line construction crews are continuing construction finishing paving, continuing noise walls and bridge construction. This week we anticipate the opening of the Bielenberg Drive Bridge and shifting traffic on Bielenberg Drive.
Over the winter, work will continue, including retaining walls, noise walls, bridges, and the Woodlane Station Park and Ride ramp.
Activities continued this week throughout the project area. Expect to see construction crews in St. Paul, Maplewood, Oakdale, and Woodbury. View a timelapse video of bridge construction in St. Paul and Woodbury.
Downtown St. Paul highlights
Ongoing:
- Construction activities continue on the south side of 5th Street between Robert Street and Jackson Street as crews install curbs and sidewalks.
- At Wacouta Street between 5th Street and 4th Street, crews pour concrete for sidewalks near the Union Depot and Wacouta Station. Next week, crews wrap up construction activities and prepare to reopen closed lanes.

Traffic Impacts:
- Lane closures on 5th Street between Robert Street and Jackson Street, and Robert Street between 4th Street and 5th Street. The sidewalk adjacent to the work zone is closed. Follow the posted pedestrian detour. Closures on 5th Street between Robert Street and Jackson Street will reopen mid-December.
- Lane closure on southbound Wacouta Street between 5th Street and 4th Street. Southbound Wacouta Street is detoured to Jackson Street to Kellogg Boulevard. Closures on Wacouta Street will reopen in early December.
East St. Paul highlights
Upcoming:
- Between Mounds Boulevard and Maria Street, crews begin work on a retaining wall.
- Starting Monday, December 4, crews begin construction of a retaining wall near Old Hudson Road and Luella Street. The road will close starting Monday, December 4 through January 2024. Crews will be pile driving in the area in the next couple of weeks.
Ongoing:
- Work continues along Hudson Road between Maria Avenue and Earl Street as crews install sidewalks and continue noise wall construction.
- Between Earl Street and Frank Street crews construct noise walls.
- Between Frank Street and Griffith Street, crews continue installation of sanitary and storm water sewers.
- At Johnson Parkway, crews begin preparations for winter bridge construction.
- Crews continue constructing the bus-only bridge near Etna Street.

Traffic Impacts:
- Northbound Mounds Boulevard between eastbound I-94 on-ramp and Kellogg Boulevard is closed. Crews are waiting on the delivery of a signal cabinet and signal installation to reopen the northbound lane of Mounds Boulevard. Expect the lane to reopen by the end of 2023.
- Maple Street pedestrian bridge will reopen in summer 2024.
- Hudson Road between Maria Street and Earl Street is reopened.
- Hudson Road between Earl Street and Frank Street is reopened.
- Hudson Road east of Frank Street to Griffith Street will remain closed this winter. Access to properties maintained from the west to Frank Street.
- Concrete lanes on Hudson Road are future bus-only lanes for the Gold Line route. They are closed to regular vehicle traffic.

Maplewood/Landfall/Oakdale highlights
Ongoing:
- Construction activities continue on Century Avenue/Highway 120 as crews pile drive for a bus-only bridge over Century Avenue.
- Crews wrap up work on the new Bielenberg Drive bridge over I-94.
- Private utility relocation work continues along 4th Street and Hadley Avenue in Oakdale and along McKnight in East St. Paul.
Traffic impacts:
- Lane shifts and lane closures near McKnight Road and Hudson Road start December 4.
- The westbound I-94 exit and entrance ramp at Century Avenue/Highway 120 is reopened.
- Century Avenue/Highway 120 is reduced to a single lane in each direction between Innovation Blvd and Brookview Drive, on either side of the I-94 overpass.
- Helmo Avenue south of 4th Street in Oakdale reopens Friday, December 1.
- The new Bielenberg Drive Bridge opens Friday, December 1.

Woodbury highlights
Ongoing:
- Crews re-stripe the road and install signals along Bielenberg Drive between Hudson Road and Tamarack Road. Vehicle access will be maintained during this work.
- South from Tamarack Road along Bielenberg Drive, crews re-stripe the roadway, install signals, and backfill curbs and place topsoil. Private utility relocation work continues along Bielenberg Drive in Woodbury.
- Construction continues for the new Woodlane Park & Ride near the intersection of Woodlane Drive and Guider Drive. Crews install underground utilities, a retaining wall, and pour concrete for the future park & ride structure.
Traffic Impacts:
- This week, northbound and southbound traffic on Bielenberg Drive between Hudson Road and Guider Drive return to a regular configuration running on either side of the center median. Both directions for traffic will be reduced to one lane during installation of traffic signals.
- Tamarack Road is reduced to one lane in each direction between Stephens Way and Landau Drive. The lane reduction will continue for the next few weeks.
- The Hudson Road and Bielenberg Drive intersection reopens Friday, December 1, along with the opening of the Bielenberg Drive Bridge.
- Guider Drive between Bielenberg Drive and Queens Drive temporarily reopens for the winter starting Friday, December 1.
