2023 Construction Overview
Approaching the end of the 2023 construction season, Gold Line construction crews are continuing construction and preparing to reopen roads and ramps. In the next two weeks, we anticipate reopening:
- Downtown St. Paul lanes at 6th and Minnesota, 5th and Cedar, and at Rice Park.
- Westbound I-94 to Mounds Boulevard exit ramp
- Southbound Mounds Boulevard over I-94
- Northbound Highway 61 to I-94 westbound
- Hudson Road from Maria Avenue to Maple Street
- Hudson Road from Maple Street to Earl Street
- Pacific Street from Mounds Street to Forest Street
- Westbound I-94 Ruth Street entrance ramp and Ruth Street bridge over I-94
- Westbound I-94 Century Avenue exit ramp
- Westbound Hudson Road west of Century Avenue
- Helmo Avenue south of 4th Street
- Guider Drive
Over the winter, work will continue, including retaining walls, noise walls, bridges, and the Woodlane Station Park and Ride ramp.
I-94 Weekend Closure
Starting Friday, November 10 at 10 p.m., I-94 will close for the weekend between St. Paul and Oakdale/Woodbury. Eastbound I-94 will reopen Saturday, November 11 at 8 p.m. Westbound will reopen Monday, November 13 at 5 a.m. Westbound I-94 closed between I-494/I-694 and I-35E. Eastbound I-94 closed between US-52 and US-61/US-10.
Tamarack Road and Bielenberg Drive partial intersection closure
November 15 to November 17, the east half of the Tamarack Road and Bielenberg Drive intersection will close as crews pave the roadway, curbs, and sidewalks. Expect overnight work during this time and additional noise and lighting.
Construction activities continue this week throughout the project area. Expect to see construction crews in St. Paul, Maplewood, Oakdale, and Woodbury. View a timelapse video of bridge construction in St. Paul and Woodbury.
Downtown St. Paul highlights
Ongoing:
- Construction activities are wrapped up for the season on the north side of Rice Park between Washington Street and Market Street.
- Construction activities are wrapped up for the season on the north side of 6th Street between Cedar and Minnesota Street.
- Construction activities finish this week on 5th Street between Cedar Street and Minnesota Street.
- Construction activities continue on the south side of 5th Street between Robert Street and Jackson Street as crews grade the station platform area in preparation for paving to begin next week.
- At Wacouta Street between 5th Street and 4th Street, crews install curbs and sidewalks for the Union Depot and Wacouta Station.

Traffic Impacts:
- Lanes are reopened on 5th Street between Washington Street and Market Street. Washington Street south of 5th Street is now reopened. Access to southbound Market Street from 5th Street is open.
- Lanes are reopened on 6th Street between Cedar Street and Minnesota Street. The sidewalk adjacent to the work zone will open Monday, November 20.
- Lanes are reopened on 5th Street between Cedar Street and Minnesota Street. The bus stop on 5th Street remains in service. The sidewalk adjacent to the work zone will reopen Saturday, November 18.
- Lane closures on 5th Street between Robert Street and Jackson Street, and Robert Street between 4th Street and 5th Street. The sidewalk adjacent to the work zone is closed. Follow the posted pedestrian detour. Closures on 5th Street between Robert Street and Jackson Street will reopen at the end of November.
- Lane closure on southbound Wacouta Street between 5th Street and 4th Street. Southbound Wacouta Street is detoured to Jackson Street to Kellogg Boulevard. Access to the surface parking lot at 4th Street and Wacouta Street is closed as crews reconstruct the driveway, sidewalks, and roadway. Access to the parking lot from Wacouta Street will reopen the evening of Saturday, November 18.
East St. Paul highlights
Hudson Road is closed between Maria Avenue and Griffith Street.

Ongoing:
- Crews continue constructing retaining wall, noise wall, and bus-only lanes, installing guardrails and signage, and installing signal conduits, and striping the roadway.
- Work continues on Hudson Road between Maria Avenue and Maple Street as crews construct noise walls and pour asphalt for Hudson Road between Maria and Maple Street.
- Crews continue constructing footings for the north abutment, of the Maple Street pedestrian bridge.
- Between Maple Street and Earl Street, crews construct noise walls, place curbs, and pour asphalt for the roadway.
- Between Earl Street and Griffith Street, crews install watermain and sanitary sewers, lighting, and signal conduit, grade the roadway, and construct noise walls. Utility work is ongoing on Hudson Road between Earl Street and Griffith Street. Next week, crews pour concrete for curbs and gutters and pour asphalt for the roadway.
- At the Etna Street area, crews install guardrail, curb and gutter for lanes for the Etna Street/I-94 ramps and install stormwater sewers. Crews continue constructing the bus only bridge near Etna Street.
- At the Ruth Street bridge, crews pour concrete for the I-94 entrance ramp, install gutter and curb, and pour asphalt on the north side of the bridge.
Traffic Impacts:
- Westbound I-94 off-ramp to Mounds Boulevard reopens Wednesday, November 22.
- Southbound Mounds Boulevard between eastbound I-94 on-ramp and Kellogg Boulevard reopens Wednesday, November 22.
- Northbound Mounds Boulevard between eastbound I-94 on-ramp and Kellogg Boulevard is closed.
- Westbound I-94 right lane and shoulder between Highway 61 and Mounds Boulevard will reopen before Thanksgiving.
- Hudson Road between Maria Avenue and Maple Street reopens next week.
- Maple Street pedestrian bridge will reopen in summer 2024.
- Hudson Road between Maple Street and Earl Street reopens late November.
- Hudson Road between Earl Street and Frank Street reopens late November.
- Pacific Street reopens between Mound Street and Forest Street next week.
- Westbound I-94 entrance ramp from Ruth Street will reopen before Thanksgiving.
- Ruth Street will reopen before Thanksgiving. Follow the posted detour route along Old Hudson Road, White Bear Avenue, and Suburban Avenue. Access to businesses is maintained on Ruth Street and Old Hudson Road via detour routes and sidewalks.

Maplewood/Landfall/Oakdale highlights

- Next week crews begin pile driving on the Century Avenue bridge.
Ongoing:
- Construction activities continue on Century Avenue/Highway 120 near the I-94 overpass bridge as crews install curbs and stripe the road and Century Avenue exit ramp.
- Crews continue work on the new Bielenberg Drive bridge over I-94.
- Private utility relocation work continues along 4th Street in Oakdale.
Traffic impacts:
- The westbound I-94 exit and entrance ramp at Century Avenue/Highway 120 will reopen before Thanksgiving.
- Century Avenue/Highway 120 is reduced to a single lane in each direction between Innovation Blvd and Brookview Drive, on either side of the I-94 overpass through fall 2023.
- Helmo Avenue is closed south of 4th Street in Oakdale.
- Helmo Avenue and Hudson Boulevard intersection in Oakdale is closed.

Woodbury highlights
Upcoming:
- Today, November 17, the Tamarack Road and Bielenberg Drive intersection is closed as crews pave the roadway through the intersection. The intersection reopens by 10 p.m. on Friday, November 17. Follow posted detour routes.
Ongoing:
- At the Tamarack Road/Bielenberg Drive intersection, crews pave the roadway and intersection, curbs and sidewalks and install signal conduits.
- Grading, curb installation, and asphalt paving continues to move south along Bielenberg Drive from the Tamarack Road intersection. Private utility relocation work continues along Bielenberg Drive and Guider Drive in Woodbury.
- Construction continues for the new Woodlane Park & Ride near the intersection of Woodlane Drive and Guider Drive. Crews install underground utilities, a retaining wall, and pour concrete for the future park & ride structure.
Traffic Impacts:
- Increased daytime and nighttime lane closures on I-94 near the new Bielenberg Drive bridge are anticipated in November.
- Tamarack Road is reduced to one lane in each direction between Stephens Way and Landau Drive. The lane reduction will continue through November 2023.
- The Hudson Road and Bielenberg Drive intersection is closed. Follow the posted detour route on Tamarack Road and Radio Drive. Access to businesses on Hudson Road and Bielenberg Drive remains open throughout construction.
- Bielenberg Drive between Hudson Road and Guider Drive is reduced to one lane in each direction on the newly constructed west side of the roadway. The lane reduction will continue into early December.
- Guider Drive is closed between Bielenberg Drive and Queens Drive. The Queens Drive and Guider Drive intersection is also closed. Follow posted detour to Valley Creek Drive and Woodlane Drive. Guider Drive reopens in late November.
