2023 Construction Overview
RESCHEDULED: Mounds Boulevard and Kellogg Boulevard/3rd Street intersection closure in East St. Paul
Initially scheduled for October 30, the closure of the Mounds Boulevard and Kellogg Boulevard/3rd Street intersection in East St. Paul is rescheduled to be closed from Monday, November 6 through Friday, November 10. The intersection will be closed for five days.
Overnight closure of northbound Hwy 61 to westbound I-94 in East St. Paul
Overnight, October 29 to 30, expect a closure of the northbound Highway 61 on-ramp to westbound I-94 as crews restripe and adjust lanes. Expect additional noise and lighting in the area as crews work overnight. Overnight closures in this area will reoccur over the next few weeks.
Century Avenue Closure
Century Avenue/Highway 120 will close between Hudson Boulevard and the I-94 overpass in Maplewood for nine days from Thursday, November 2 to Friday, November 10.
I-94 Weekend Closure
I-94 between I-35E and I-694/I-494 will close the weekend of November 10-13 while crews place the Maple Street Pedestrian bridge beam over I-94.
Construction activities continue this week throughout the project area. Expect to see construction crews in St. Paul, Maplewood, Oakdale, and Woodbury. View a timelapse video of bridge construction in St. Paul and Woodbury.
Downtown St. Paul highlights
Ongoing:
- Construction activities continue on the north side of Rice Park on 5th Street between Washington Street and Market Street. Crews install curbs on Market Street and Washington Street.
- Construction activities continue on the north side of 6th Street between Cedar and Minnesota Street. Crews pave the bus lane, curbs and sidewalks.
- Construction activities continue on 5th Street between Cedar Street and Minnesota Street as crews pave the bus lane and sidewalks.
- Construction activities continue on the south side of 5th Street between Robert Street and Jackson Street as crews build station foundation walls and storm sewers.
- At Wacouta Street between 5th Street and 4th Street, crews construct stormwater sewers. Next week crews install curbs and the station platform for the Union Depot and Wacouta Station.

Traffic Impacts:
- Lane closures on 5th Street between Washington Street and Market Street. Washington Street south of 5th Street is now reopened. Access to southbound Market Street from 5th Street is now reopened.
- Lane closures on 6th Street between Cedar Street and Minnesota Street. The bus stop at Cedar Street will remain in service. The sidewalk adjacent to the work zone is closed. Follow the posted pedestrian detour.
- Lane closures on 5th Street between Cedar Street and Minnesota Street. The bus stop on 5th Street will remain in service. The sidewalk adjacent to the work zone is closed. Follow the posted pedestrian detour.
- Lane closures on 5th Street between Robert Street and Jackson Street, and Robert Street between 4th Street and 5th Street. The sidewalk adjacent to the work zone is closed. Follow the posted pedestrian detour.
- Lane closure on southbound Wacouta Street between 5th Street and 4th Street. Southbound Wacouta Street is detoured to Jackson Street to Kellogg Boulevard. Access to the parking lot and parking structure at 4th Street and Wacouta Street will be initially maintained during construction.
East St. Paul highlights
Hudson Road is closed between Maria Avenue and Griffith Street.

Upcoming:
- Crews will begin work on curb ramps and sidewalks at the Mounds Boulevard and Kellogg Boulevard/3rd Street intersection. Pedestrian detours are likely to shift depending on the work location. Follow posted signage. Pedestrian access across the Mounds Boulevard bridge will close temporarily from October 28-31 as crews finish work on the expansion joint on the bridge.
- From November 6 to November 10, the Mounds Boulevard and Kellogg Boulevard/3rd Street intersection in East St. Paul will be closed for five days while crews reconstruct the intersection.
- Overnight October 28 to 29, expect a closure of the northbound Highway 61 on-ramp to westbound I-94 as crews restripe and adjust lanes. Expect additional noise and lighting in the area as crews work overnight. Overnight closures in this area will reoccur over the next few weeks.
- I-94 between I-35E and I-694/I-494 will close the weekend of November 10-13 while crews place the Maple Street Pedestrian bridge beam over I-94.
- Private utility relocation work will begin near Johnson Parkway.

Ongoing:
- Crews continue retaining wall and noise wall construction and construct bus-only lanes. Crews pave northbound and southbound lanes on Mounds Boulevard. Crews reconstruct a section of the Mounds Boulevard bridge and pour sidewalks on Mounds Boulevard.
- Work continues on Hudson Road between Maria Avenue and Maple Street as crews construct noise walls, pour sidewalks and pour bus-only lanes. Expect increased overnight activities as crews complete saw-cutting new concrete. This work must occur within a specific timeframe to control cracking and quality.
- Crews continue pouring concrete for the south abutment of the Maple Street pedestrian bridge. On the north abutment of the pedestrian bridge, crews pour concrete for the bridge ramp.
- Between Earl Street and Griffith Street, crews install water main, sanitary and stormwater sewers, and construct noise walls. Utility work is ongoing on Hudson Road between Earl Street and Griffith Street.
- At the Etna Street area, crews pour concrete for lanes for the Etna Street/I-94 ramps. Crews continue constructing the bus only bridge near Etna Street.
- At the Ruth Street bridge, crews pour concrete for the Ruth Street entrance ramp. Next week crews install storm sewers and install curbs and gutters.
Traffic Impacts:
- Mounds Boulevard between the eastbound I-94 on-ramp and Kellogg Boulevard is closed through fall 2023. Pedestrian access will be maintained over the Mounds Boulevard bridge during most of this work. The sidewalk on Mounds Boulevard is removed and replaced with a temporary gravel trail.
- Southbound Mounds Boulevard between 6th Street and Kellogg Boulevard/3rd Street is reduced to one lane.
- Westbound I-94 off-ramp to Mounds Boulevard is closed through fall 2023.
- Westbound I-94 right lane and shoulder closed between Highway 61 and Mounds Boulevard through fall 2023.
- Westbound I-94 shoulder closed and temporary ramp shift at Etna Street.
- Hudson Road between Maria Avenue and Griffith Street is closed through fall 2023.
- Maple Street pedestrian bridge is closed through spring 2024.
- Pacific Street is closed between Mound Street and Forest Street through fall 2023.
- Westbound I-94 entrance ramp from Ruth Street is closed through fall 2023.
- Shoulder closure and lane shifts on westbound I-94 near Ruth Street in East St. Paul through fall 2023.
- Ruth Street is closed over I-94 through fall 2023. Follow the posted detour route along Old Hudson Road, White Bear Avenue, and Suburban Avenue. Access to businesses is maintained on Ruth Street and Old Hudson Road via detour routes and sidewalks.

Maplewood/Landfall/Oakdale highlights
Upcoming:
- Century Avenue/Highway 120 will close between Hudson Boulevard and the Century Avenue bridge in Maplewood from Thursday, November 2 through Friday, November 10.
- In early November, crews begin pile driving on the Century Avenue bridge.
Ongoing:
- Construction activities continue near Hudson Service Road and Hudson Road between Century Avenue/Highway 120 and 19th Street. Crews pour concrete for the Century Avenue exit ramp.
- Crews pour the remaining curbs and roadway on Helmo Avenue in Oakdale.
- Crews continue work on the new Bielenberg Drive bridge over I-94.
- Private utility relocation work continues on Hudson Boulevard between Century Avenue and Hadley Avenue in Oakdale.
- Private utility relocation work continues along 4th Street in Oakdale.
Traffic impacts:
- The westbound I-94 off-ramp at Century Avenue, Hudson Road, and Hudson Service Road between Century Avenue/Highway 120 and 19th Street are closed. This impacts access to the I-94 westbound on-ramp. The road and ramp closures will continue through fall 2023.
- Century Avenue/Highway 120 is reduced to a single lane in each direction between Innovation Blvd and Brookview Drive, on either side of the I-94 overpass through fall 2023.
- Helmo Avenue is closed south of 4th Street in Oakdale.
- Helmo Avenue and Hudson Boulevard intersection in Oakdale is closed.

Upcoming:
- In mid-November, expect another partial intersection closure at Bielenberg Drive/Tamarack Road as crews pour concrete for roadways through the intersection.
Ongoing:
- This week, crews grade Bielenberg Drive between Hudson Road and Tamarack Road, install curbs and pave the roadway.
- Storm sewer and watermain installation continues to move south along Bielenberg Drive from the Tamarack Road intersection.
- Private utility relocation work continues along Bielenberg Drive and Guider Drive in Woodbury.
- Next week, crews install signal wiring at the Tamarack Road/Bielenberg Drive intersection.
- Utility work continues on Guider Drive between Bielenberg Drive and Queens Drive.
- Construction continues for the new Woodlane Park & Ride near the intersection of Woodlane Drive and Guider Drive. Crews install underground utilities, a retaining wall, and continue footings for the future park & ride structure.
Traffic Impacts:
- Increased daytime and nighttime lane closures on I-94 near the new Bielenberg Drive bridge are anticipated in October and November.
- Tamarack Road is reduced to one lane in each direction between Stephens Way and Landau Drive. The lane reduction will continue until late fall.
- The Hudson Road and Bielenberg Drive intersection is closed. Follow the posted detour route on Tamarack Road and Radio Drive. Access to businesses on Hudson Road and Bielenberg Drive remains open throughout construction.
- Bielenberg Drive between Hudson Road and Guider Drive is reduced to one lane in each direction on the newly constructed west side of the roadway.
- Driveway reconstruction on the east side of Bielenberg Drive north of Tamarack Road. Follow the posted detour routes.
- Guider Drive is closed between Bielenberg Drive and Queens Drive. The Queens Drive and Guider Drive intersection is also closed. Follow posted detour to Valley Creek Drive and Woodlane Drive.
