2023 Construction Overview
Project staff will host construction walking tours in St. Paul and Woodbury. This is an opportunity to see construction progress. Tours will stay outside of the construction sites. Attendees should be prepared for a short walk. Sign up on the project website at metrotransit.org/gold-line-construction. Attendance is capped at 15 participants per tour.

Highway 61/I-94 ramp closures at Etna Street in East St. Paul
Highway 61 and I-94 ramps near Etna Street will close overnight Monday, September 25 to Tuesday, September 26 while crews pour concrete for the bridge deck of the new bus-only bridge at the I-94 and Highway 61 interchange. This closure is weather-dependent.
Overnight closure of northbound Hwy 61 to westbound I-94 ramp in East St. Paul
Thursday, September 28 to Friday, September 29, expect an overnight closure of northbound Highway 61 on the ramp to westbound I-94 as crews restripe and adjust lanes. Expect additional noise and lighting in the area as crews work overnight. Overnight closures in this area will reoccur over the next few weeks. Northbound Highway 61 to westbound I-94 traffic detoured eastbound I-94 to White Bear Avenue to westbound I-94.
Partial closure of the Tamarack Road and Bielenberg Drive intersection in Woodbury
During the week of October 2, the east half of the Tamarack Road and Bielenberg Drive intersection will be closed to traffic. Traffic on Tamarack Road will be detoured. Northbound and southbound Bielenberg Drive traffic will be open. The closure will be in effect for three days.
Mounds Boulevard and Kellogg Boulevard/3rd Street intersection closure in East St. Paul
The Mounds Boulevard and Kellogg Boulevard/3rd Street intersection in East St. Paul will be closed for five days in late October.
Construction activities continue this week throughout the project area. Expect to see construction crews in St. Paul, Maplewood, Oakdale, and Woodbury. View a timelapse video of bridge construction in St. Paul and Woodbury.
Downtown St. Paul highlights
Ongoing:
- Construction activities continue on the south side of 5th Street between Robert Street and Jackson Street as crews construct the 5th Street and Robert BRT platform station.
- At Wacouta Street between 5th Street and 4th Street crews relocate utilities at the Union Depot and Wacouta Station platform. Next week, crews begin constructing station foundations.
- Construction activities continue on the north side of Rice Park on 5th Street between Washington Street and Market Street as crews pour concrete for the Rice Park BRT station platform and curbs.
- Construction activities resume on the north side of 6th Street between Cedar and Minnesota Street.
- Construction activities resume on 5th Street between Cedar Street and Minnesota Street.

Traffic Impacts:
- Lane closure on southbound Wacouta Street between 5th Street and 4th Street. Southbound Wacouta Street is detoured to Jackson Street to Kellogg Boulevard. Access to the parking lot and parking structure at 4th Street and Wacouta Street will be initially maintained during construction.
- Lane closures on 5th Street between Washington Street and Market Street. Washington Street is closed immediately south of 5th Street through fall 2023. Access to southbound Market Street from 5th Street will be closed through fall 2023. The sidewalk and bus stop along 5th Street is closed during construction.
- Lane closures on 6th Street between Cedar Street and Minnesota Street. The bus stop at Cedar Street will remain in service. The sidewalk adjacent to the work zone will be closed. Follow the posted pedestrian detour.

- Crews continue retaining wall and noise wall construction and install electrical for the Mounds Station platform near Mounds Boulevard. Crews remove pavement on the Mounds Boulevard bridge.
- Work continues on Hudson Road between Maria Avenue and Griffith Street as crews install noise walls, grade the roadway and install water main, sanitary and stormwater sewers.
- Crews pour concrete for the south abutment of the Maple Street pedestrian bridge.
- Crews continue pouring concrete for retaining walls near the Earl station area.
- At the Etna Street area, crews continue to construct the new Etna Street Station platform foundations, station walls, and construct bridge decking. Crews remove pavement and continue grading for the bus-only bridge ramps. Next week, crews will work overnight pouring the bridge deck for the bus-only bridge.
- Next week crews pour concrete for the bridge decking on the new section of the Ruth Street bridge.
Traffic Impacts:
- Shoulder closure and lane shifts on westbound I-94 near Ruth Street in East St. Paul.
- Westbound I-94 off-ramp to Mounds Boulevard is closed through fall 2023.
- Westbound I-94 right lane and shoulder closed between Highway 61 and Mounds Boulevard through fall 2023.
- Westbound I-94 shoulder closed and temporary ramp shift at Etna Street.
- Westbound I-94 entrance ramp from Ruth Street is closed.
- Mounds Boulevard between the eastbound I-94 on-ramp and Kellogg Boulevard is closed through fall 2023. Pedestrian access will be maintained over the Mounds Boulevard bridge during most work. The sidewalk on Mounds Boulevard is removed and replaced with a temporary gravel trail.
- Southbound Mounds Boulevard between 6th Street and Kellogg Boulevard/3rd Street is reduced to one lane.
- Hudson Road between Maria Avenue and Griffith Street is closed through fall 2023.
- Maple Street pedestrian bridge is closed.
- Pacific Street is closed between Mound Street and Forest Street through fall 2023.
- Ruth Street is closed over I-94 through fall 2023. Follow the posted detour route along Old Hudson Road, White Bear Avenue, and Suburban Avenue. Access to businesses is maintained on Ruth Street and Old Hudson Road via detour routes and sidewalks.

Maplewood/Landfall/Oakdale highlights
Ongoing:
- Construction activities continue near Hudson Service Road and Hudson Road between Century Avenue/Highway 120 and 19th Street. Crews strip topsoil and remove pavement. Next week, crews will begin stormwater sewer installations.
- Crews work on the new Bielenberg Drive bridge over I-94.
- Private utility relocation work continues along 4th Street in Oakdale.
- Crews build Helmo Station foundations and walls and retaining walls.
Traffic impacts:
- The westbound I-94 off-ramp at Century Avenue and Hudson Road and Hudson Service Road between Century Avenue/Highway 120 and 19th Street are closed. This impacts access to the I-94 westbound on-ramp. The road and ramp closures will continue through fall 2023.
- Helmo Avenue is closed south of 4th Street in Oakdale.
- Helmo Avenue and Hudson Boulevard intersection in Oakdale is closed.

Woodbury highlights
Upcoming:
- Starting October 2, expect a partial closure of the east portion of the Tamarack Road and Bielenberg Drive intersection. Northbound and southbound Bielenberg and Tamarack Road from the west side of the intersection will be maintained. The closure will be in effect for a few days.
Ongoing:
- Following roadway excavations of Guider Drive, utility work begins as crews relocated utilities in the area.
- Storm sewer and watermain installation continues to move south along Bielenberg Drive from the Tamarack Road intersection.
- Private utility relocation work continues along Bielenberg Drive and Guider Drive in Woodbury.
- Crews install curbs, gutters, and sidewalks, and pave roadway along Bielenberg Drive starting near Landau Drive and moving south.
- Construction continues for the new Woodlane Park & Ride station near the intersection of Woodlane Drive and Guider Drive. Crews grade the site, install underground utilities, and begin pouring footings for the future park & ride structure.
Traffic Impacts:
- Guider Drive is closed between Bielenberg Drive and Queens Drive. The Queens Drive and Guider Drive intersection is also closed. Follow posted detour to Valley Creek Drive and Woodlane Drive.
- Bielenberg Drive between Hudson Road and Guider Drive is reduced to one lane in each direction on the newly constructed west side of the roadway.
- Driveway reconstruction on the east side of Bielenberg Drive north of Tamarack Road. Follow the posted detour routes.
- Stephens Way from Bielenberg Drive is closed. Access to Stephens Way businesses is maintained from Tamarack Road.
- The Hudson Road and Bielenberg Drive intersection is closed. Follow the posted detour route on Tamarack Road and Radio Drive. Access to businesses on Hudson Road and Bielenberg Drive remains open throughout construction.

Join MnDOT for Hwy 61 study public meetings on September 26 and October 5
- If you travel along or across Hwy 61 from I-94 to Lower Afton Rd. in St. Paul, MnDOT wants to hear from you! Join MnDOT at one of their public meetings on Sept. 26 and Oct. 5 to learn more about the Hwy 61 study. Staff will provide information about the Hwy 61 study and attendees will be able to ask questions. There will be a brief presentation for the in-person meeting on Sept. 26 at 5:30 p.m. and activities throughout the meeting. The public is encouraged to come and go on their own schedule. The virtual meeting is on Oct. 5 and will include a presentation, discussion and a question-and-answer session. For more information, visit the study webpage. MnDOT I-94 Pavement project
- A large pavement project on I-94 between Hwy 120/Century Ave. and the St. Croix River began in July 2022. This project work is anticipated to take two and a half years to complete.

City of Saint Paul Capital City Bikeway Kellogg Boulevard Phase 1
- A portion of the Capitol City Bikeway along Kellogg Boulevard from St. Peter Street to Jackson Street will be constructed between July 2023 and summer 2024.
