2023 Construction Overview
Project staff will host construction walking tours in St. Paul and Woodbury. This is an opportunity to see construction progress. Tours will stay outside of the construction sites. Attendees should be prepared for a short walk. Sign up on the project website at metrotransit.org/gold-line-construction. Attendance is capped at 15 participants per tour.
Tour locations and dates:
- St. Paul: Earl Street/Hudson Road area on Thursday, September 21 at 5 p.m.
- Woodbury: Bielenberg Drive on Saturday, September 23 at 12 p.m.
RESCHEDULED: Mounds Boulevard bridge closes in East St. Paul
Originally scheduled for Monday, September 11, a full closure of the Mounds Boulevard bridge over I-94 in East St. Paul is rescheduled to begin Monday, September 18. The bridge closure will continue through fall 2023.
Construction begins at Robert Street & 5th Street in Downtown St. Paul
Starting September 11, expect lane closures on Robert Street between 5th Street and 4th Street and on 5th Street between Robert Street and Jackson Street as crews begin construction activities on the 5th Street and Robert Station platform.
I-94 lane shifts at Ruth Street in East St. Paul
Starting September 11, expect a shoulder closure and lane shifts on westbound I-94 near the Ruth Street bridge in East St. Paul.
Ramp and road closures at Century Avenue/Highway 120 in Maplewood
Starting September 18, the westbound I-94 off-ramp to Century Avenue/Highway 120 will close, and Hudson Road and Hudson Service Road will also close, impacting access to the westbound I-94 on-ramp from Century Avenue.
Partial closure of Tamarack Road intersection in Woodbury
September 13 to September 15, the west half of the Tamarack Road and Bielenberg Drive intersection will close as crews relocate utilities through the intersection. Expect overnight work during this time, and additional noise and lighting.
Traffic switches to the west side of Bielenberg Drive in Woodbury
The weekend of September 15 to September 18, traffic on Bielenberg Drive will switch to the west side of the newly constructed roadway as crews begin work on the east side roadway. The north end of Bielenberg Drive will remain closed near the intersection at Hudson Road.
Construction activities continue this week throughout the project area. Downtown construction is paused in some locations. Expect to see construction crews in St. Paul, Maplewood, Oakdale, and Woodbury. View a timelapse video of bridge construction in St. Paul and Woodbury.
Downtown St. Paul highlights
Upcoming:
- Starting September 11, construction activities begin on the south side of 5th Street between Robert Street and Jackson Street. Crews will excavate the area and begin constructing the foundations for the 5th Street and Robert BRT platform station. Expect lane closures on Robert Street and 5th Street in the area.
Ongoing:
- At Wacouta Street between 5th Street and 4th Street crews relocate utilities at the Union Depot and Wacouta Station platform.
- Construction activities and lane closures continue on the north side of Rice Park on 5th Street between Washington Street and Market Street as crews pour concrete for the Rice Park BRT station platform and curbs.
- Construction activities and lane closures continue on the north side of 6th Street between Cedar and Minnesota Street as crews pour concrete for the station platform and curbs.
- Construction activities resume on the south side of 5th Street between Cedar Street and Minnesota Street. Crews will be removing pavement in the area and grading the platform area.

Traffic Impacts:
- Lane closure on southbound Wacouta Street between 5th Street and 4th Street. Southbound Wacouta Street is detoured to Jackson Street to Kellogg Boulevard. Access to the parking lot and parking structure at 4th Street and Wacouta Street will be initially maintained during construction.
- Lane closures on 5th Street between Washington Street and Market Street. Washington Street is closed immediately south of 5th Street through fall 2023. Access to southbound Market Street from 5th Street will be closed through fall 2023. The sidewalk and bus stop along 5th Street is closed during construction.
- Lane closures on 6th Street between Cedar Street and Minnesota Street. The bus stop at Cedar Street will remain in service. The sidewalk adjacent to the work zone will be closed. Follow the posted pedestrian detour.

Upcoming:
- Starting September 11, expect lane shifts on westbound I-94 near Ruth Street.
- Starting September 18, Southbound Mounds Boulevard at Kellogg Boulevard and over I-94 will close. This will create a full closure of the Mounds Boulevard bridge over I-94 in East St. Paul. The bridge closure will be in effect through fall 2023.
Ongoing:
- Crews continue retaining wall and noise wall construction, and construction foundations for the Mounds Station near Mounds Boulevard.
- Work continues on Hudson Road between Maria Avenue and Griffith Street as crews install watermain, noise walls, sanitary and stormwater sewers.
- Crews continue pouring concrete for retaining walls near the Earl station area.
- At the Etna Street area, crews continue to construct the new Etna Street Station platform foundations, station walls, and construct bridge decking.
- Crews continue constructing the new Hazel Station platform foundations and backfilling soil for retaining walls and bridge abutments and install storm sewers.
Traffic Impacts:
- Westbound I-94 off-ramp to Mounds Boulevard is closed through fall 2023.
- Westbound I-94 right lane and shoulder closed between Highway 61 and Mounds Boulevard through fall 2023.
- Westbound I-94 shoulder closed and temporary ramp shift at Etna Street.
- Westbound I-94 entrance ramp from Ruth Street is closed.
- Northbound Mounds Boulevard between the eastbound I-94 on-ramp and Kellogg Boulevard is closed through fall 2023.
- Southbound Mounds Boulevard between 6th Street and Kellogg Boulevard/3rd Street is reduced to one lane.
- Hudson Road between Maria Avenue and Griffith Street is closed through fall 2023.
- Maple Street pedestrian bridge is closed
- Pacific Street is closed between Mound Street and Forest Street through fall 2023.
- Ruth Street is closed over I-94 through fall 2023. Follow the posted detour route along Old Hudson Road, White Bear Avenue, and Suburban Avenue. Access to businesses is maintained on Ruth Street and Old Hudson Road via detour routes and sidewalks.

Maplewood/Landfall/Oakdale highlights
Upcoming:
- Starting September 11, construction activities will begin near Hudson Service Road and Hudson Road between Century Avenue/Highway 120 and 19th Street. Crews will prepare the site for construction and excavate the area adjacent to the roadway. Starting September 18, the westbound I-94 off-ramp at Century Avenue will close and Hudson Road and Hudson Service Road between Century Avenue/Highway 120 and 19th Street will also close, impacting access to the I-94 westbound on-ramp. The road and ramp closures will continue through fall 2023.
Ongoing:
- Crews work on the new Bielenberg Drive bridge over I-94.
- Private utility relocation work continues along 4th Street in Oakdale.
- Crews build Helmo Station foundations and walls and retaining walls.
Traffic impacts:
- Helmo Avenue is closed south of 4th Street in Oakdale.
- Helmo Avenue and Hudson Boulevard intersection in Oakdale is closed.
- 4th Street is closed west of Helmo Avenue for utility work.

Woodbury highlights
Upcoming:
- September 13 to September 15, the west half of the Tamarack Road and Bielenberg Drive intersection will close as crews relocate utilities through the intersection. Traffic will be detoured to Valley Creek Road.
- The weekend of September 15 to September 18, traffic will switch to the west side of the newly constructed Bielenberg Drive while crews reconstruct the east side of the roadway.
- Starting September 18, construction begins on Guider Drive between Bielenberg Drive and Woodlane Drive in the next few weeks. Access to Guider Drive from Bielenberg Drive is expected to close mid-September. Local access will be maintained for businesses and residents from Queens Drive.
Ongoing:
- Storm sewer and watermain installation continues to move south along Bielenberg Drive from the Tamarack Road intersection.
- Private utility relocation work continues along Bielenberg Drive and Guider Drive in Woodbury.
- Crews install curbs, gutters, and sidewalks, and pave roadway along Bielenberg Drive starting near Landau Drive and moving south.
- Construction continues for the new Woodlane Park & Ride station near the intersection of Woodlane Drive and Guider Drive. Expect an increase in construction vehicles in the area as crews prepare the site, level earth, and remove trees.
Traffic Impacts:
- Stephens Way from Bielenberg Drive reopens September 13.
- Bielenberg Drive between Hudson Road and Guider Drive is reduced to one lane in each direction on the east side.
- Driveway reconstruction on the west side of Bielenberg Drive north of Tamarack Road. Follow the posted detour routes.
- The Hudson Road and Bielenberg Drive intersection is closed. Follow the posted detour route on Tamarack Road and Radio Drive. Access to businesses on Hudson Road and Bielenberg Drive remains open throughout construction.
