2023 Construction Overview
Mounds and Kellogg Boulevard intersection:
The Mounds Boulevard and Kellogg Boulevard intersection will close August 9-10 while crews install stormwater sewers through the intersection. Expect construction noise and lighting as crews work overnight.
5th Street closure at Rice Park:
5th Street between Washington Street and Market Street in Downtown St. Paul will close mid-August on the north side of Rice Park.
Tamarack Hills driveway from Bielenberg Drive in Woodbury:
The Tamarack Hills driveway on the west side of Bielenberg Drive in Woodbury will close August 7 for approximately two weeks. Access to businesses and hotels from the north driveway will be maintained.
Construction activities continue this week throughout the project area. Downtown construction resumes after a brief pause. Expect to see construction crews in St. Paul, Maplewood, Oakdale, and Woodbury. View a timelapse video of bridge construction in St. Paul and Woodbury.
Downtown St. Paul highlights
Ongoing:
- Construction activities are on hold on the north side of 6th Street between Cedar and Minnesota Street while another area project works on Minnesota Street.
- Construction activities continue on the south side of 5th Street between Cedar Street and Minnesota Street. Crews are constructing foundations for the future BRT transit station platform.
Traffic Impacts:
- Lane closures on 6th Street between Cedar Street and Minnesota Street. The bus stop at Cedar Street will remain in service. The sidewalk adjacent to the work zone will be closed. Follow the posted pedestrian detour.
- Lane closures on 5th Street between Cedar Street and Minnesota Street. The bus stop on 5th Street will remain in service. The sidewalk adjacent to the work zone will be closed. Follow the posted pedestrian detour.
Upcoming:
- Construction activities are expected to begin on the north side of Rice Park, on 5th Street between Washington Street and Market Street in mid-August. 5th Street along with the sidewalk and bus stop will close during construction.

East St. Paul highlights
Hudson Road is closed between Maria Avenue and Griffith Street. Upcoming overnight work begins at the Kellogg Boulevard and Mounds Boulevard intersection.
Upcoming:
- Pile driving begins near the Pacific Street and Mound Street intersection for the new Maple Street pedestrian bridge abutment.
- The Mounds Boulevard and Kellogg Boulevard intersection is expected to close the evening of August 8 through the evening of August 10 while crews work installing stormwater sewers through the intersection. Expect additional noise for extended hours during this time.
  Ongoing:
- Crews begin pouring concrete for the new Maple Street pedestrian bridge near Maple Street and Hudson Road.
- Work continues on Hudson Road between Maria Avenue and Griffith Street as crews install watermain, noise walls, sanitary and stormwater sewers.
- Crews continue pouring concrete for retaining walls near the Earl station area.
- At the Etna Street area, crews continue to construct the new Etna Street Station platform foundations and place bridge beams.
- Crews construct walls for the new bridge near the intersection of Ruth Street and Old Hudson Road. Crews also continue constructing the new Hazel Station platform foundations and pour concrete for retaining walls.
 Traffic Impacts:
- Mounds Boulevard and Kellogg Boulevard/3rd Street intersection closed August 9 through August 10. Follow posted detours.
- Westbound I-94 off-ramp to Mounds Boulevard is closed through fall 2023.
- Westbound I-94 right lane and shoulder closed between Highway 61 and Mounds Boulevard through fall 2023.
- Westbound I-94 shoulder closed and temporary ramp shift at Etna Street.
- Westbound I-94 entrance ramp from Ruth Street is closed.
- Northbound Mounds Boulevard between the eastbound I-94 on-ramp and Kellogg Boulevard is closed through fall 2023.
- Southbound Mounds Boulevard between 6th Street and Kellogg Boulevard/3rd Street is reduced to one lane.
- Hudson Road between Maria Avenue and Griffith Street is closed through fall 2023.
- Maple Street pedestrian bridge is closed through fall 2023.
- Pacific Street is closed between Mound Street and Forest Street through fall 2023.
- Ruth Street is closed over I-94 through fall 2023. Follow the posted detour route along Old Hudson Road, White Bear Avenue, and Suburban Avenue. Access to businesses is maintained on Ruth Street and Old Hudson Road via detour routes and sidewalks.

Maplewood/Landfall/Oakdale highlights
Ongoing:
- Crews work on the new Bielenberg Drive bridge over I-94.
- Private utility relocation work continues along 4th Street in Oakdale.
- 4th Street closed for private utility work for approximately 3 weeks starting Monday 7/31.
- Crews construct the new Helmo Station foundations and begin installing curbs, gutters, and sidewalks.
Traffic impacts:
Anticipate overnight lane closures on I-94 near the new Bielenberg Bridge as crews continue bridge construction.
- Helmo Avenue is closed south of 4th Street in Oakdale.
- Helmo Avenue and Hudson Boulevard intersection in Oakdale is
- 4th Street is closed west of Helmo Avenue for utility work.
Woodbury highlights
Ongoing:
- Storm sewer and watermain installation continues to move south along Bielenberg Drive from the Hudson Road intersection.
- Private utility relocation work continues along Bielenberg Drive and Guider Drive in Woodbury.
- Crews install curbs, gutters, and sidewalks along Bielenberg Drive starting near Landau Drive and moving south.
Traffic Impacts:
- Bielenberg Drive between Hudson Road and Guider Drive is reduced to one lane in each direction on the east side.
- Driveway reconstruction on the west side of Bielenberg Drive north of Tamarack Road. Follow the posted detour routes.
- The Hudson Road and Bielenberg Drive intersection is closed. Follow the posted detour route on Tamarack Road and Radio Drive. Access to businesses on Hudson Road and Bielenberg Drive remains open throughout construction.
Upcoming:
- Traffic will switch to the west side of Bielenberg Drive mid-September while crews reconstruct the east side of the roadway.
