2023 Construction Overview
Downtown St. Paul highlights
Ongoing:
- District Energy utility relocation work wrapped up this week on the north side of 6th Street between Cedar Street and Minnesota Street near the future 6th Street & Minnesota Street platform site. Temporary sidewalk walkways will be in place over the next few weeks until civil construction begins in this area.
Traffic Impacts:
- Expect temporary sidewalk walkways to remain on 6th Street between Cedar Street and Minnesota Street until civil construction begins this spring.
East St. Paul highlights

Ongoing:
- Crews continue building bridge foundations pouring concrete for the east bridge abutment and west bridge abutment foundations near the Etna Station site.
Traffic Impacts:
- The shoulder closure and temporary ramp shift on the I-94 westbound off-ramp continues (as shown on map above).
Upcoming:
- Installation of the clay liner at the stormwater pond area near the intersection of Griffith Street and Johnson Parkway is on hold until the ground conditions are dry enough for heavy machinery.
- Crews continue pouring concrete for bridge foundations and pier construction.
- Starting the first week of April, expect an outside lane closure on westbound I-94 between Etna Street and Mounds Boulevard. Following restriping and installation of a temporary barrier on I-94, crews will remove the noise wall along Mounds Boulevard between I-94 and Kellogg Boulevard, and remove guardrails and light poles along Hudson Road between Maria Avenue and Maple Street.

Maplewood/Oakdale/Landfall/Woodbury highlights
Ongoing:
- Construction continues for the future BRT roadway, bridge abutments, and private utility work near the I-94/I-494/I-694 interchange area.
- Crews continue work in the I-94 center median between the I-494/I-694 interchange and Radio Drive, pouring concrete for bridge foundations, pile driving, and constructing bridge abutments at the north and south sides of I-94. Concrete pours for the south bridge abutment and a bridge pier continue for the next few weeks.
- Private utility relocation work continues along Bielenberg Drive in Woodbury and along 4th Street in Oakdale.

Traffic Impacts:
- Expect median shoulder closures on eastbound and westbound I-94 between the I-494/I-694 interchange and Radio Drive throughout winter 2023.
- 4th Street between Hudson Boulevard and Helmo Avenue in Oakdale is expected to reopen next week (see map above).
Upcoming:
- Next week, crews will be conducting site preparations, including tree removals along Hudson Road between McKnight Road and Century Avenue/Highway 120 in Maplewood.
- Expect lane closures on 4th Street between Hadley Avenue and Hudson Boulevard in Oakdale in the next few weeks.
- Next week, crews install sanitary sewers and water lines near Helmo Avenue in Oakdale.
- Crews will be conducting site preparations next week on the west side of Bielenberg Drive between Tamarack Road and Guider Drive near Stephens Way in Woodbury.
- Expect weekday sidewalk closures on the east side of Bielenberg Drive near Tamarack Road over the next few weeks in Woodbury.
- Expect excavation and grading work next week on the east side of Bielenberg Drive north of Tamarack Road in Woodbury, followed by construction of a new noise wall.
