As a reminder, all Perform resources and tools (quick start guides, recorded demo sessions, competency information, etc.) are located on the Performance Management page on MetNet.
A few tips to think about:
- Year-end performance discussions require the manager to take the responsibility for making the conversation two-way. The performance discussion is intended to be a shared exchange of information about achieved results and demonstrated competencies.
- AFSCME, MANA, TMSA, and Non-Rep employees’ salary increases are based on performance evaluation ratings.
- If you have given a probationary review in the last half of 2021 (July through December), there is no need for an annual performance review for that employee.
- Staff in long-term, temporary positions receive a performance review, and it is based on the position's role.
If you know a performance evaluation will be delayed (due to leave of absence, extended probation, etc.), please send an email to Todd Rowley at Todd.Rowley@metc.state.mn.us.

Open Enrollment for your 2022 benefit elections will end at 8 p.m. tomorrow. Open Enrollment is your opportunity to make any desired changes to your coverage and enroll in a Flexible Spending Account (FSA) for next year. You won't be able to make any changes or sign up for an FSA (health, dependent care/daycare, or parking) after Nov. 19.
Review all your benefit plans and options and complete your enrollment today.
If you've already completed your Open Enrollment, congratulations! If you don't want to change your benefits or enroll in an FSA plan for 2022, no further action is required – your current elections, excluding FSA, will carry forward. However, we recommend that you still go online and read the information about your plans and options, so you're able to make the best choice for you and your family.

Deadline next Friday for $150
Each employee who has been fully vaccinated and submits their proof of vaccination through Employee Self Service (ESS) will receive $150. Proof of vaccination must be submitted and verified by Nov. 26, and the one-time, taxable payment will be included on the Dec. 10 paycheck. Read the all-staff COVID-19 email with full instructions for completing the form in ESS.
Do not submit booster information
The Met Council is not currently collecting COVID-19 vaccine booster information. Please do not attempt to upload booster information into ESS until further notice.
The final 2021 claim submission deadline is Dec. 1. Purchases made in 2021 cannot be processed in 2022 due to IRS rules. This means if you make a purchase between Dec. 1 and Dec. 31 it will not be eligible for reimbursement. So, either make your purchase in November or wait until January.
Trade Time for Fitness is a health and wellness program that allows you to trade in your annual leave hours to receive up to $2,000 (gross) per payroll year in reimbursements for eligible health and wellness-related expenses, and now includes additional eligible home office items.
This temporary exception to include home office items will be in effect until official notice is given – likely through the COVID-19 pandemic while some employees must work from home.

All Met Council employees were invited to the annual employee recognition event, which was held on Monday, Nov. 15, on Microsoft Teams. The event honors staff for all they’ve contributed over the past year and throughout their careers with the Met Council.
More than 700 employees attended Monday's event. Staff were recognized with performance and service awards in dozens of categories, including years of service at the Met Council, equity and inclusion initiatives, and division-specific honors. Speakers included Chair Charlie Zelle, regional administrator Mary Bogie, Human Resources director Marcy Syman, and leaders of each of our divisions.

Vaccine for ages 5+
You can now schedule COVID-19 vaccination appointments at the Well@Work clinics for anyone age 5 or older.
Booster vaccine for those eligible
Booster appointments can also be scheduled for anyone eligible according to this criteria:
If your initial vaccination was Pfizer (Comirnaty) or Moderna, your second shot was at least six months ago, and you:
- Are 65 years of age or older.

Are 18 to 64 years old and
If your initial vaccination was Janssen (Johnson & Johnson) and your first shot was at least two months ago:
- All previous recipients are eligible.
Well@Work offers the Pfizer vaccine and will continue to offer vaccination appointments on Mondays and Thursdays. You can still get a booster at the Well@Work clinic even if you didn’t receive your initial vaccine series there.

A mask or face covering is required at all times while in the Well@Work clinics. Employees and dependents 18 months and older on the Met Council-sponsored health plan can be seen at either clinic.
The Met Council has contracted with Corporate Medical Solutions for Drug and Alcohol program recordkeeping.
To simplify the process, managers will no longer receive the Federal Drug Testing Custody and Control Form – Copy 4 Employer Copy. Instead, managers should email the completed Drug and Alcohol Testing Form to HR-OCCHealth@metc.state.mn.us after any onsite collection.
The forms needed by each division’s leadership team to create a job requisition have recently changed. Human Resources updated documents to help hiring managers understand the approvals and forms required to be sent to Human Resources to initiate a NeoGov recruitment requisition.
For Community Development, Environmental Services, Metropolitan Transportation Services, and Regional Administration, the document How to Request a Requisition for Recruitment (PDF) provides instructions for each division.
For Metro Transit, an instructional flowchart (PDF) shows how to request a requisition depending on the reason for the request.

On Nov. 20, the Learn system – our platform for professional development for all Met Council employees – will implement some new changes, including a new and improved navigation for the site. This update includes a streamlined top navigation menu and a "control panel" on the left side of the screen that will provide quick navigation icons for Learn users based upon their role.
Updated guides will be available after the refresh to help learners and managers get up to speed in the new system and learn how to navigate the site. Visit the Talent Hub on MetNet to learn more, review the guides in the “How To’s” section at bottom of page, and access Learn.
