The Office of the Foster Youth Ombudsperson handles complaints from anyone, prioritizing concerns from young people about their rights, care, safety, and placement in Minnesota foster care, including youth in Extended Foster Care and those who have recently aged out of care.

We are excited to share our mid-year data report! From July to December 2025:

We reviewed 113 concerns from 31 counties.

OOFY had direct contact with Fosters in 60 percent of the cases (34 out of 56) that involved a specific foster youth. The remaining 57 cases were related to general consultations, policy questions, anonymous concerns, and other matters.

We're Hiring: Foster Youth Outreach and Engagement Specialist
OOFY is hiring a permanent position focused on outreach and engagement with foster youth. This position may spend up to 30% of their time traveling within Minnesota to visit foster youth. The incumbent will conduct individual meetings and group outreach in facilities and other settings. This includes supporting OOFY’s investigatory activities, conducting intake interviews as needed, and following up with foster youth who have submitted concerns or complaints. They will lead communication activities, contributing to reporting and recommendations and supporting the development of strategic messaging.
