Greetings from the Minnesota Office of Cannabis Management

Dear Registered Hemp-Derived Cannabinoid Business:
As you know, beginning July 1, 2024, the statutory authority for regulating hemp-derived cannabinoid products (HDCPs) in Minnesota has transferred to the recently formed Minnesota Office of Cannabis Management.
This is an exciting time for Minnesotans as we work to launch an adult-use marketplace early next year. This work builds upon a strong foundation laid over the last 10 years by those in the medical cannabis space, and also those operating in the more recently developing HDCP space.
We are excited to develop a close working relationship with you in the coming weeks and months, along with the staff of the former Office of Medical Cannabis who have transitioned to become a part of the Office of Cannabis Management. Early next year, we expect to open up our general licensing process that will include licenses for lower-potency hemp edible manufacturing and retail. Some of you may be considering whether or not you want to expand your operations and seek one of the cannabis licenses. In either case, you’ll find information about these options on our website at mn.gov/ocm.
