Reminder: Take our 8th rulemaking public input survey

The Office of Cannabis Management (OCM) has added a public input survey to gather feedback for rulemaking. This survey will inform rulemaking efforts related to the license application process, license types, market size, and potential business locations in Minnesota.

The survey is designed to gauge the overall interest of people who want to enter the cannabis market, to determine what information should be required on applications, and to assess the probability of market participants being spread evenly across the state.

Welcome to these new OCM employees

Pete Raeker, Communications Planner

Pete comes to OCM from the Minnesota Department of Health, where he was communications planner for the Office of Medical Cannabis since 2020. He had been working on a temporary assignment at OCM since June 2023. Pete has an extensive background in communications strategy and planning, and has worked in public health, transit, and higher education communications and public relations roles during his career. He joined OCM on March 13. 

Jake Pleschourt, Human Resources Generalist

Jake joined OCM after working in human resources for the Minnesota Attorney General’s Office since May 2021. His roles at the Attorney General’s Office included human resources assistant and human resources generalist. His private sector experience included working at Fastenal Company in Winona, where he was benefits and compensation administrator. He started at OCM on April 10.

Yingya Vang, Cannabis Advisory Council Coordinator

Yingya has a background in community engagement, facilitation, policy change, curriculum development, and strategic goal cultivation. She comes to OCM from the Minnesota Department of Human Services, where she serves as the autism and early intensive development and behavioral intervention (EIDBI) community engagement and training lead. As part of this role, she manages the EIDBI Advisory Council and facilitates their meetings. She starts at OCM on April 24.

Jason Little, Project Manager

Jason, an experienced marketing project manager, comes to OCM from General Mills, where he is marketing engagement platform senior project manager. Before that, he was marketing technology project manager for Allina Health. During his career, Jason has led and managed teams and initiatives of various sizes, from initiation through implementation and execution. Jason will join OCM on April 24.

Guidance for hosting events with
on-site consumption

With the passage of Minnesota’s cannabis law, adults in Minnesota have begun to explore the many ways to enjoy legal cannabis. As the weather improves and more public events get scheduled, OCM has developed guidance for people who are planning public events and celebrations that feature on-site consumption of cannabis.

With respect to both consumption and sale of cannabis, any cannabis event needs to comply with the new cannabis law as it stands today, the existing laws on hemp-derived cannabinoid products, and any applicable local ordinances or rules related to events—in particular those related to alcohol and lower-potency hemp products.

The guidance includes a link to the Minnesota Department of Health’s Hemp-Derived Product Event Checklist (PDF) for people who are planning events that feature hemp-derived cannabinoid products.

Who can sell cannabis seed in Minnesota?

According to the Minnesota Department of Agriculture (MDA), any retailer in Minnesota can sell cannabis seed as long as regulations are followed.

• Retailers selling seed are not required to have a permit (seed labelers must have a permit, however).
• Retailers should offer seed for sale from permitted labelers that follow requirements for labeling.
• Retailers may only offer seed that is labeled for sale within the year for which the seed was packed or prior to the sell-by date.
• Retailers are required to keep records of seed purchases and sales.
