Reminder: Take the third rulemaking public input survey
The Office of Cannabis Management (OCM) is gathering input on a variety of topics as it begins drafting rules for Minnesota’s new cannabis industry. OCM wants to ensure that the rulemaking process is accessible to the widest range of community members, advocates, and partners who want to help shape how rules are drafted.

There’s still time to complete the third survey, which covers retail business operations; retail sanitary standards (facilities and handling); and expedited complaint process for local governments. Deadline to provide input is Dec. 28.

Emerging themes from the second survey
OCM staff continue to review responses from the second survey, which covered testing, environmental controls, and pesticides and fertilizers. Among the emerging themes from that survey:
- Need for consistent testing protocols and potential need for standardization in naming of products.
- Need for state lab to conduct oversight of licensed labs and to include verification testing to ensure credibility.
- Emphasis on microbusiness and mezzobusiness requirements being achievable for small scale while maintaining profit margins.
- Encourage the development of programs for operators who commit to using alternative systems or practices that do not draw from energy infrastructure, such as solar power or water reclamation.
- Recommendation to rely on existing pesticides/fertilizer regulations from the Minnesota Department of Agriculture.
