Welcome to the Cannabis Implementation Insider
The Office of Cannabis Management (OCM) is excited to officially launch our new monthly newsletter Cannabis implementation Insider!
This newsletter will be a useful resource for news updates and important program information. OCM will give you a closer look into the work we’re doing to stand-up agency operations and prepare for Minnesota’s new cannabis industry — keeping you better informed and providing a way to stay in touch with us.
Implementation milestones
OCM recently formed partnerships with these organizations to support the agency’s continued implementation work:

Carahsoft Technology Group will serve as the contractor for the licensing system and has proposed using Accela software. The software will provide a web-based portal to allow cannabis businesses to collaborate with OCM on all aspects of the regulated industry.

Cannabis Public Policy Consulting (CPPC) will provide project management support for all aspects of implementation, including original market research, developing an equity-centered community engagement plan, and streamlining the market implementation process.

Welcome to Max Zappia, OCM's new Implementation Chief Regulatory Officer
Max Zappia has joined OCM as its Implementation Chief Regulatory Officer.
Zappia, who previously was the Deputy Commissioner of Financial Institutions at the Minnesota Department of Commerce, will be on a temporary reassignment to lead the design, implementation, and launch of the regulatory structure for the OCM. He started at OCM on Nov. 29.

Thanks for taking our survey!
As part of our first phase of public engagement for the rulemaking process, we asked for input on cannabis cultivation, processing, and manufacturing. This effort reflects how we want to thoughtfully launch a safe, successful legal cannabis market and help ensure the state has an adequate supply to meet demand once the market opens. When the survey closed on Nov. 30, we had gathered more than 700 responses—thank you!
OCM will continue to gather public input on a variety of topics as we progress through the rulemaking process. Our second survey—covering testing, environmental controls, and pesticide and fertilizer use—is now available. Visit the OCM website to discover insights from the surveys, the schedule for future surveys, and more information about the rulemaking process.

We expect to fill up to 150 new positions. You can search for open positions and apply by visiting the Minnesota Careers webpage. Once you reach the webpage, consider creating an account and setting up notifications—that way, you will be alerted when positions you might be interested in are posted.

OCM is currently in the process of hiring these leadership positions: Human Resources Director, Finance Director, Executive Assistant to the Director, Chief General Counsel, Communications Director, Government Relations Director, Social Equity Director, and Tribal Liaison. Business registration information
Any business that sells hemp-derived cannabinoid products in Minnesota must register with the Minnesota Department of Health (MDH) before they can legally sell these products. To register, go to the Hemp Derived Cannabinoid Products Business Registration Form. There is no cost to register.
MDH has guidance materials and other resources for businesses on their Hemp-Derived Cannabinoid Products website. Regulation of these products will move from MDH to the Office of Cannabis Management on March 1, 2025.

When can I apply for a cannabis business license?
OCM does not have applications for cannabis business licenses available at this time. Before making applications available, OCM must first complete a rulemaking process. We expect license applications to be available in early 2025. Stay tuned to future monthly newsletters or check the OCM website for updates!
