On Friday, July 31, the Budget Planning and Analysis System (BPAS) will close to prepare the system for the 2028-29 Biennial Budget process. BPAS will open for agency and MMB Budget Division users in mid-August.

As we prepare BPAS for the 2028-29 Biennial Budget, this is a reminder that 2026-27 data will no longer be available once BPAS closes on Friday, July 31. Agencies can refer to the current Governor’s Budget Recommendations webpage for links to published 2026-27 budget books (in PDF format) or run the following reports in BPAS for download prior to July 31.
The Entity Detail report includes account level data for appropriations and is grouped by agency, program and budget activity. The Combined Transfers report includes outgoing transfer and incoming transfer data to all agencies at the appropriation level. These two reports provide:
1) Fiscal information, in Excel format, from the 2026-27 Governor’s Recommendations, Governor’s Revised Recommendations, and Enacted Budget publications. To access combined base plus change data, run the scenarios listed below for the Biennial cycle:
- Governor’s Recommendation Scenario
- Governor’s Rec Revised Scenario
- Enacted Budget Scenario

2) Data from your agency’s most recently published Base Budget Book (published in November 2024). For base budget data, run the Entity Detail and Combined Transfers reports for the Biennial cycle and November Forecast.

The Change Item Detail report includes change items distributed to an appropriation(s) and expenditure/ revenue account(s).
This report can provide agencies with an Excel format of Change Items that were included in the Governor’s Budget Recommendations.

Document 3 is the third of three documents providing information for preparing budget fiscal year (BFY) 2027 appropriations and closing fiscal year (FY) 2026 in SWIFT. It is important for agencies to follow the instructions found in Document 3 to ensure appropriations are established and closed correctly in SWIFT and to comply with applicable laws and Minnesota Management and Budget (MMB) policies.
AMA - August 14-17
The Appropriation Maintenance Application (AMA) will be unavailable Friday, August 14, beginning at 4:00 p.m. through Monday, August 17, at 6:00 a.m. for SWIFT Year End Hard Close. Read the SWIFT July Newsletter for details pertaining to Hard Close.
BPAS, CBS, AMA, FNTS, DE - August 27-31
All budget applications will be unavailable Thursday, August 27, starting at 4:30 p.m. through Monday, August 31, at 6:00 a.m. as part of a planned system upgrade to the State of Minnesota’s Administrative Portal (HUB). This impacts the Budget Planning and Analysis System (BPAS), Capital Budget System (CBS), Appropriation Maintenance Application (AMA), Fiscal Notes Tracking System (FNTS), and Departmental Earnings (DE).
Please plan your work in these systems around this downtime.
This is a reminder that agencies must submit their Budget Narrative documents to the MMB Budget Division SharePoint site in their Biennial Budget/2028-29 Biennial Budget/Background Narratives folder by August 7, 2026. Please see the Budget Narrative Instructions and memo from State Budget Director Ahna Minge on the MMB Biennial Budget Instructions webpage for more information.
- Budget Narratives must be built using the templates provided by MMB. Agencies that are not changing their budget structure or presentation should start with the budget narratives saved in SharePoint. These narratives are based on the agency’s 2026-27 budget narratives and pre-populated with updates for the 2028-29 biennium.
- Budget Narratives must be submitted in an accessible format.
- Starting with the 2028-29 Budget Narratives, the “Part B: Evidence of Effectiveness” section is now a required section.
Any changes to your agency budget structure need to be reviewed and approved by your agency's Executive Budget Officer (EBO) prior to entry in SWIFT or BPAS. If a new budget program or activity is being added or if a program or activity name change is being requested, the agency must submit the Budget Structure Change Form (Excel) to their EBO prior to August 7, 2026.

MMB Budget Operations maintains a Budget Division SharePoint site for state agencies to use for a variety of processes throughout the year. The SharePoint site allows agencies to edit and upload documents for review and their contacts at MMB and the Governor’s Office to collaborate on biennial budget planning and legislative initiatives.
Microsoft began phasing out the use of Alerts for SharePoint sites last year. These changes to SharePoint may affect some Budget Division site users for upcoming budget tasks.
Users of the Budget Division SharePoint site will want to start adding Rules to replace any previous or existing Alerts on the shared site. These allow for a similar notification or workflow to be sent to a user’s email and allow you to create conditional settings for when you or members of your team should be notified about changes to or updated files in your team’s shared folders. From there, users may want to create Outlook filters or subfolders to organize those notification emails for upcoming biennial budget work.
Steps for how to Create a Rule in SharePoint are available on the Microsoft support site. We recommend replacing Alerts with Rules soon to ensure that your team continues to receive previous notifications for work done with files shared in the Budget Division’s SharePoint site.
