For users of the Appropriation Maintenance Application (AMA), Budget Planning and Analysis System (BPAS) and Capital Budget System (CBS).

The 2026-2027 Enacted Budget has been published on the MMB website. Visitors can filter data by fund, agency, fiscal year, and other elements to explore changes in the enacted budget as compared to previous budget levels. The site also includes links to supporting materials, including enacted budget books for each agency, the general fund analysis (fund balance), and the consolidated fund statement.
This year, for the first time, MMB’s website now also provides detailed information about the 2025 Enacted Capital Budget, enabling users to similarly filter capital budget information. The page also includes PDF documents for the enacted capital appropriations summary and the spreadsheet listing of approved projects.

Enacted BPAS data is available for all user roles in the Budget Planning and Analysis System (BPAS). Users can access biennial cycle data in the Reports module for all scenarios, including: May Base (Base), Enacted Change (Change), and Enacted Budget (Base plus Change). Reports available for these scenarios include Entity Detail, Combined Transfers, and Change Item Detail.
Refer to the “Understanding BPAS Data Structure and Fields” and “Standard Reports” sections of the BPAS User Guide to review what data is available during different points of the budget process.

The Interim 20-day Federal Fund Review Request was submitted to the Legislative Advisory Commission (LAC) on November 10, 2025.
The review request has been published on the MMB Legislative Advisory Commission webpage under the “Legislative Advisory Commission Requests” section for the 2026-27 Biennium. The summary table and agency request forms are linked in the November 10, 2025, memo from Commissioner Campbell to LAC members. We will let you know when the federal funds are approved for spending and provide a status update on December 2, 2025.
