Preliminary capital budget requests submitted by state agencies and political subdivisions for consideration during the 2026 Legislative Session have been posted to Minnesota Management and Budget’s (MMB) website (https://mn.gov/mmb/budget/capital-budget/current/).

For agencies submitting 2026 capital budget requests, agency profiles and strategic planning summaries are due in SharePoint by September 12, 2025, along with asset preservation lists, if applicable. Each agency with a capital budget request has a 2026 Capital Budget folder in the Budget Division SharePoint site to facilitate this process.
- Agency profiles and strategic planning summaries are uploaded into SharePoint for you. Please track changes, save in SharePoint, and notify your EBO when complete. See page 4 of the Agency Capital Budget Instructions for guidance on reviewing and editing these documents.
- The asset preservation list template is on MMB’s capital budget instructions website, https://mn.gov/mmb/budget/budget-instructions/capbud/. Please save this completed list in your agency’s Capital Budget folder in SharePoint, if applicable.

State agency final 2026 capital budget requests are due in CBS by October 17, 2025.
- CBS is now open for state agency users to continue their work.
- Please remember to complete all screens in CBS, to include draft bill language in a Word document in the Upload Documents screen, and to put your requests in final submitted status by October 17.

MMB Budget Operations maintains a Budget Division SharePoint site for state agencies to use for a variety of processes throughout the year. The SharePoint site allows agencies to edit and upload documents for review and their contacts at MMB and the Governor’s Office to collaborate on biennial budget planning and legislative initiatives.
Microsoft will begin phasing out the use of Alerts for SharePoint sites beginning in July 2025. These changes to SharePoint may affect some Budget Division site users for upcoming budget tasks, for example while working on legislative initiative forms in September and October 2025.

Users of the Budget Division SharePoint site will want to start adding Rules to replace any previous or existing Alerts on the shared site. These allow for a similar notification or workflow to be sent to a user’s email and allow you to create conditional settings for when you or members of your team should be notified about changes to or updated files in your team’s shared folders.
Steps for how to Create a Rule in SharePoint are available on the Microsoft support site. We recommend replacing Alerts with Rules soon to ensure that your team continues to receive previous notifications for work done with files shared in the Budget Division’s SharePoint site.
