The Capital Budget team recently completed their webinar and FAQ training for new and returning users.
Maddy Kennedy, Capital Budget Coordinator, and Amanda Burckhardt, Capital Outreach & Analysis Specialist, walked through both processes for state agencies and local units of government requesting funds for capital budget projects in the 2026 legislative session.

The Capital Budget System (CBS) is where both state agencies and local units of government submit their Capital Budget requests. Each set of users has different steps to follow and complete for upcoming due dates:
- June 13, 2025 - State Agency Preliminary Requests
- June 13, 2025 - Local Units of Government Final Requests
These dates and submission steps are covered in our “Reviewing and Submitting a Request” video, which is available via the Budget Systems webpage for CBS: https://mn.gov/mmb/budget/statewide-budget-systems/cbs/.
CBS allows users to copy requests from previous request years into the current request year which is a great way to save time and steps when setting up requests for consideration in the 2026 Governor’s Capital Budget.
- The Copy Previous Requests function will copy the project name, narrative entries, and any prior year funds appropriated or committed, and prior year costs incurred into a new request for the current year.
- Users can update the project name and edit fields, as needed, after the request has been copied.
- The system does not copy the previous request’s request year funding sources and project costs, statutory requirements responses, or uploaded document files.

The Appropriation Maintenance Application (AMA) will be unavailable Monday, June 30, 2025, beginning at 6 p.m. for SWIFT soft close.
AMA is expected to become available Tuesday, July 1, 2025, after the process is complete. A system notification email will be sent to users once access is restored.

Maintenance Window: Budget Systems are unavailable during the statewide systems maintenance window, every Sunday from 6:00 AM - 2:00 PM.
