After the publication of the forecast document and supporting materials, the February Forecast data in the Budget Planning and Analysis System (BPAS) will be made available to legislative fiscal staff.

The Appropriation Maintenance Application (AMA) supports the collection and approval of appropriation budgets for upload to the state’s accounting system, SWIFT, and the statewide budget system, BPAS.
With the new biennium nearing, it is a good time for agencies to re-familiarize themselves with different functionality and data fields in AMA.

Adding Attachments to Transactions
Agency staff with the Budget Journal Entry role can upload an attachment on the Edit screen to qualifying transactions in AMA. There are three types of transactions that qualify for attachments:

Request “G” Budget Authority for Non-Federal Fund Appropriation: Non-federal fund appropriations with Budget Authority “G” require a Cash Flow Assistance Request Form to be attached to the transaction. An AMA transaction requesting “G” budget authority can’t be submitted for approval until a form is attached.

Request to Open Closed-Year Appropriation: If MMB is requiring the Open Closed Year Appropriation and/or Reinstate Cancelled Money Form be provided to open a closed year appropriation, the agency should attach the form to the AMA budget status change transaction for ease of transaction review and approval.

Request to Open Conditional Appropriation: If the condition for which the capital or other appropriation is on “Hold” is satisfied and approved by MMB, the agency should attach the approval email or documentation to the AMA budget status change transaction for ease of transaction review and approval.

Legal Citation Format
Legal citation 1 is required for all appropriations. To enter a Legal Citation, users can enter required values in the pop-up grid or click “cancel” to exit the pop up and enter the legal cite directly into the textbox. After 5 characters are entered, AMA loads the matching entries.
It is important to follow the legal citation formats as shown in the AMA grids and glossary. The legal citation examples below illustrate the formats to use when entering session law legal citations that do not have articles, sections and/or subdivisions.

Alt Date
AMA only requires the Alt Date field for appropriation type codes 02 and 03. The Alt Date field is used to record and track the end date for capital appropriations (Type 02-continuing) or for direct appropriations that have an end date beyond the current biennium (Type 03-special).
- If a Type 03 appropriation is available until expended, the agency may use the last date available on the dropdown list of 6/30/2099.
- If the Type 03 appropriation has a specific end date, the agency must change the Type Code from 03 to 01 in the final year so the balance cancels at the end of the budget period.
This field should be left blank for all other appropriation types unless there is specific instruction from MMB.
