On January 16, 2025, the Governor’s budget recommendations and supporting documents were published to the Governor's Budget Recommendations webpage. The publication included:

• Agency budget books with Governor’s Recommendations
• General Fund Balance Analysis Detail and Summary
• Consolidated Fund Statement
• Departmental Earnings Report
• Professional Technical Contracts Report

The Budget Planning and Analysis System (BPAS) is open for all system users to view Governor’s Recommendation data. The standard report, Change Item Detail, can be run for the Gov Rec Change scenario (change only). Other standard reports can be run for the Gov Rec Change scenario (change only) or the Governor’s Recommendation scenario (November Base plus Gov Rec Change).

To request access to the Budget Planning and Analysis System (BPAS), Capital Budget System (CBS), and the Budget Division SharePoint site, download and complete the Budget Systems User Authorization form and email to the Budget Operations team (budget.finance.mmb@state.mn.us).

Access to the Appropriation Maintenance Application (AMA) is tied to security roles in the state accounting system, SWIFT. Users can request to have roles assigned to their profile by completing Request for Access to SWIFT Statewide Systems form on the SWIFT Security Access Forms webpage.

The Fiscal Notes Tracking System (FNTS) is under the operational control of the Legislative Budget Office (LBO), who manages user authorization and system access for FNTS. The FNTS authorization form is located on the LBO Training Materials webpage.
