Departmental Earnings (DE) Analysis, Federal Funds Summary, Grants Funding Detail, and Internal Services Fund (ISF) Statements are due Friday, November 15.
The FY 2026-27 Departmental Earnings Report instructions and the Federal Funds Summary, Grants Funding Detail and Internal Service Fund (ISF) statements instructions and templates are available on the Biennial Budget Instructions webpage.
The Grants Funding detail is an optional appendix element of the budget document. The document is not necessary for all agencies and should be provided after consultation with your executive budget officer.

The Interim 20-day Federal Fund Review Request was submitted to the Legislative Advisory Commission (LAC) on October 7, 2024. All federal grants that were submitted for review are approved and available to agencies for spending per the review order signed on October 30, 2024.
The review request and order are published to the MMB Legislative Advisory Commission webpage under the “Legislative Advisory Commission Requests” and “Actions” sections, respectively, for the 2024-25 Biennium.

The MMB Planning and Operations team is always looking for ways to improve Budget Systems and training. Ideas and comments help us incorporate user feedback into future system development and add more concrete examples and explanations into future training.
After completing base budget and change item tasks related to the biennial budget process and using the Budget Planning and Analysis System (BPAS), reflect on any existing features or functions that you use frequently or were pain points for your agency’s team.

Maintenance Window: Budget Systems are unavailable during the statewide systems maintenance window, every Sunday from 6:00 AM - 2:00 PM.
