Agency Budget Narratives were published to the MMB website on Tuesday, October 1, 2024. Visit the Summary of Agencies, Programs, and Activities webpage to view a summary of each agency’s mission, services, performance information, and a snapshot of how it is funded.
The background narratives are included in agencies’ base budget books, which will be published on Monday, December 2, 2024, and the Governor’s Budget Recommendations books published by Tuesday, January 28, 2025.

By the end of the day on Tuesday, October 15, 2024, your agency 2026-27 base or current law budget must be established and change item requests must be entered in the Budget Planning and Analysis System (BPAS). Agencies must:
- Complete base budget entry in BPAS and certify the accuracy of the information by submitting a signed certification form and required reports to the MMB Budget Division SharePoint site.
- Enter Change Item Requests into BPAS, including descriptions and funding summary information.
- Submit Change Item narratives to the MMB Budget Division SharePoint site.
BPAS user access will be changed to read-only for agency users after this deadline, except for agencies that have forecast programs.

The Appropriation Maintenance Application (AMA) will be unavailable Saturday, October 12, due to a PeopleTools patch upgrade. The system is expected to be available Sunday, October 13, around 2:00 pm, after the statewide systems maintenance window.
The MMB Planning and Operations team is always looking for ways to improve our Budget Systems and training. As you move through the biennial budget process and use the Budget Planning and Analysis System (BPAS), note any existing features or functions that are difficult to use or pain points for your agency users.
