Legal Citation Format
When entering legal citation in AMA, it is important to follow the legal citation formats as shown in the AMA grids and glossary. Visit the AMA Glossary to see examples of legal citations for Regular and Special Session Law Appropriations, Session Law Capital Appropriations, and Statutory Citation.
The legal citation examples below illustrate the format to use when entering session law legal citations that do not have articles and/or sections and/or subdivisions.
Regular session law without subdivision: Minnesota Laws of 2023, chapter 13, article 1, section 11
 Regular session law without article or subdivision: Minnesota Laws of 2023, chapter 8, section 1
 Cancellation Transactions
A transaction that will cancel funds must use a Journal Class of “CNL” and have a negative dollar amount.
 A transaction that will reverse a cancellation of funds must use a Journal Class of “CNL” and have a positive dollar amount.
 Transactions that Decrease an Appropriation Budget/Encumbrance Authority
Agencies need to remember that prior to entering or approving an AMA transaction which will decrease an appropriation budget/encumbrance authority (e.g., decreasing the appropriation amount or cancelling an amount) that the appropriation must have at a minimum that dollar amount Allotment Free; otherwise, the transaction can’t be processed in SWIFT and will be denied. Please check the SWIFT “Allotment-Free” Balance on the Appropriation Overview screen before entering or approving these types of transactions.
