What is the DCYF Implementation Office?
In the historic 2023 legislative session, Gov. Walz and Lt. Gov. Flanagan, the Minnesota Legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) along with a thoughtful transition process to launch the new agency. The new agency will serve as a sustainable, public face for children’s issues in state government.
On July 1, 2023, the Department of Children, Youth, and Families Implementation Office launched at Minnesota Management & Budget (MMB) to provide administrative support and project management for the transition of identified programs.
When will the transition occur?
July 1, 2023: The DCYF Implementation Office was established.
February 1, 2024: Draft legislation is due to the Legislature for any changes to Minnesota Statutes and Minnesota Rules necessary to facilitate the transfer, authority, and operational functions needed to establish the Department of Children, Youth, and Families.
March 1, 2024: A transition report outlining planning and transition recommendations is due to the Minnesota Legislature.
July 1, 2024: The Department of Children, Youth, and Families is established with a commissioner appointed by the governor.
Between July 1, 2024, and July 1, 2025: Programs transfer from DHS, MDE, DPS, and MDH to the new Department of Children, Youth, and Families.
June 30, 2025: The work of the DCYF Implementation Office ends.
July 1, 2025: Program transfers are complete.

What's moving?
Programs that will transfer to the Department of Children, Youth, and Families were identified and named in the statute during a robust legislative process, based on feedback and engagement from Minnesota families, local service providers, state leaders, and legislators.
Divisions identified to move from the Departments of Human Services (DHS), Education (MDE), Public Safety (DPS), and Health (MDH) are listed on the webpage.
Each identified program will be reviewed by the Implementation Office to determine the timeline for transfer, with flexibility to delay or defer a transfer as needed.
How is this work organized and how will decisions be made?
Along with staff who are focused on equity and engagement, communications, and legal analysis, the Implementation Office is managing six interagency workstreams to analyze, plan, and execute activities in the areas of Budget & Finance, IT & Data, Legal & Compliance, Organizational Planning, Staffing & Labor Relations, and Vision for Policy & Equity.
In addition to the staff managing these efforts, MMB has organized a Steering Team, which includes representatives from the Governor’s Office, MMB, and all agencies impacted by the transition, to guide the planning process and implementation, provide focused decision-making, and engage with agency leadership and staff to keep impacted programs and people informed.

The Department of Children, Youth, and Families Implementation Office, housed at MMB, provides project management, coordination, and capacity for the budget, policy, and administrative planning necessary to transfer programs centered on children and families, and associated finances, to the new agency.
