The Budget Planning and Analysis System (BPAS) is scheduled to open on August 23, 2022. In lieu of classroom sessions, user training will be provided through instructional videos, webinars, workshops, and individual or small groups training.
Webinar sessions are available to new BPAS users and returning users who would like a refresher. The first webinar focuses on the 2024-25 Biennial Budget Process. The second introduces the Budget Planning and Analysis System (BPAS). Both webinars will be offered twice.
2024-25 Biennial Budget Process (60 Minutes): Instructor led webinar. State agency participants learn about the biennial budget process and the 2024-25 Budget Process timeline, focusing on deliverables to the MMB Budget Division: budget narratives, base budgets, and Governor’s budget requests or change items.

Introduction to the Budget Planning and Analysis System (BPAS) (90 Minutes): Instructor led webinar. State agency participants are provided an overview of the Budget Planning and Analysis System (BPAS) including accessing and navigating the system, viewing, entering, and editing appropriation data, entering change item requests, and running reports.

How do I register for a session?
- Sign into SELF SERVICE with your employee ID and password.
- Select the Learning Management tile.
- On the Learning Home page, select the Find Learning link.
- Type “BPAS” in the Title, select the Search button.
After you sign up for a webinar through ELM, you will receive an email with instructions on how to attend the class online using Microsoft Teams. You should receive this email two days before the webinar is scheduled to begin.
IMPORTANT NOTE: If your agency does not use ELM (Historical Society, U of M, Met Council), please email budget.finance.mmb@state.mn.us with the time and date you would like to attend. We will manually add you to the course roster.
