 State Leader Spotlight
Alene Tchourumoff, Rail Director, Office of the Governor and Lieutenant Governor
Alene Tchourumoff was appointed in April 2016 by
Governor Mark Dayton and Lt. Governor Tina Smith to serve as Rail Director to
lead the Administration’s efforts on rail focusing on safety, statewide
coordination and economic development.
Prior to joining the
Governor’s Office, Alene served
as Director of the Planning Department for Hennepin County Public Works, where
she led the county’s freight rail planning efforts. In that role, she was responsible for coordinating
multi-modal and long-range planning for the county.
Alene was also a
manager for Deloitte Consulting in Washington, DC, where she served as a
financial and strategic policy advisor to the Federal Railroad Administration
at the U.S. Department of Transportation, focusing on program implementation
and financing.
In addition to her decade of professional
experience in rail policy, planning, and finance, Alene has worked extensively throughout
China and Southeast Asia on policy, planning, and public health efforts. She earned her Bachelor’s Degree in
Business Administration from George Washington University School of Business,
and a Master’s Degree in Public Policy from the Harvard Kennedy School.
Alene lives in St. Paul with her husband and young boys and enjoys riding her bike!

This position serves as the
State of Minnesota’s Water Policy Senior Advisor and chief strategist to the
Governor’s Office in managing cross-agency water policy and strategies. The
position is located in the Governor's Office and reports to the Deputy Chief
Staff. The position is responsible for facilitating the implementation of the
Clean Water agenda; exploring and proposing additional clean water initiatives,
policies and strategies; engaging agency communications directors in designing
and implementing strategies for the 2016 “Year of Water” campaign; and assuring
the integration of clean water strategies across cabinet and environmental
subcabinet agencies.
Closing Date: August 05, 2016
This position is responsible for directing the Metropolitan Council Environmental Services Division asset management program and will report directly to the Assistant General Manager, Environmental Quality Assurance Department. The director will plan for and monitor the integrated performance of all environmental service business units.

MN State High School League Board
The league
is empowered to exercise control, supervision, regulation of interscholastic
athletics, and musical, dramatic, and other contests between pupils of Minnesota
high schools.
Board of Examiners for Nursing Home Administrators
The board licenses administrators of nursing homes, conducts studies of nursing home administration; approves continuing education programs for administrators; and investigates complaints and allegations of rule violations.
Board of the Perpich for Arts Education
The board shall have the powers necessary for the care, management and control of the Perpich Center for Arts Education.
Child Support Task Force Commission
Task force members must be able to objectively consider complex economic data and policy issues.

Earlier this year, Gov. Mark Dayton and Lt. Gov.
Tina Smith proposed $100 million to expand economic opportunities and
eliminate disparities faced by racial and ethnic Minnesotans.
According to DEED data, racial and ethnic Minnesotans have higher unemployment
rates than the white population in the state. The unemployment rate for white
Minnesotans was 2.9 percent in May, compared with 10.7 percent for African
Americans and 4.9 percent for Hispanics. The Minnesota Legislature approved $35 million
for equity programs, which Gov. Dayton signed into law last month.
The 2016 Minnesota Veterans Career Fair was held at the Earle
Brown Heritage Center in Brooklyn Center last Wednesday. The event included a ceremony
featuring the Palmer Lake VFW honor guard from Brooklyn Park (above). About 700
veterans and over 240 exhibitors participated in this year's career
fair. DEED and the Minnesota Department of Veterans Affairs were the
sponsors.

Urban Scholars - City of Minneapolis
Urban Scholars was developed by the Equity Division of the Minneapolis Department of Civil Rights. This division was established to address racial disparities in employment as a result of the 2011 Economic Policy Institute report that said the Minneapolis region has the worst employment disparity between whites and non-whites in the nation. This sobering fact resonated with elected officials and department leadership especially considering that the population of Minneapolis is over 40% people of color. In the summer of 2012, the City Council passed Resolution 2012R-456: Supporting Employment Equity in Minneapolis and the Region that declared institutional racism as a critical factor in the disparities. The
State of Minnesota is proud to partner with the Urban Scholar program. This
year the state of Minnesota has hired 77 scholars, 16 of those scholars are spread across 9 state government agencies.
