Karen Francois

Karen Francois, Assistant Commissioner, Department of Employment and Economic Development

  

Karen Francois serves as the Assistant Commissioner of the Office of Career and Business Opportunity at the Department of Employment and Economic Development (DEED). In her role, Francois will help workers and business of color find career paths and business opportunities in Minnesota. The office - newly created by Gov. Dayton- identifies and helps break down barriers that have contributed to economic disparities for communities of color throughout the state.

  

Prior to working for the Governor, Francois worked in the Minneapolis Department of Civil Rights as the Director of Employment Equity since January 2012 as well as the Director of Contract Compliance since July 2013. It was under her leadership that inclusion of minority and women workers on city construction projects had steadily increased and more than $60 million had been paid out to minority and women-owned businesses.

 

Francois also was the associate director of Women & Philanthropy at UCLA from 2005 to 2008 and was director of program development for the Minnesota Department of Human Rights from 2003 to 2005.  

   

Francois has a bachelor’s in Communications from Virginia Polytechnic Institute and State University in Blacksburg, VA. She works out 5 – 6 days a week and enjoys biking. Her favorite TV show is The Walking Dead and her favorite book is the Bible. She has several “Strength Finder” signature themes, which include: connectedness, belief, futuristic, adaptability, and empathy.

Spotlight Job: Director of Communications*

Minnesota Department of Employment and Economic Development (DEED) is hiring a Director of Communications. DEED is the state's principal economic development agency, promoting business recruitment, expansion and retention, workforce development, international trade and community development. We touch the lives of Minnesotans in many ways. DEED has more than 50 programs and services aimed at creating a better way of life for Minnesotans. This position leads DEED's Communication Office, providing advice, consultation, strategic planning, implementation, and leadership of all internal and external communications.

Spotlight Job: Director of the Office of Enterprise Sustainability**

The Department of Administration is hiring a Director of the Office on Enterprise Sustainability. The incumbent will direct internal and external work related to sustainability efforts of all executive branch state agencies. The general objective of this position is to ensure accountability in the implementation of policies that reflect enterprise-wide goals and objectives around sustainability, including but not limited to the Governor’s Executive Orders 11-12 and 11-13.

This is a temporary unclassified position anticipated to last one year with potential for long term extension, not to exceed three years.

Legislature Approves $35 Million to Help Racial Disparities

Leadership Institutes for State Employees

Enterprise Learning & Development (ELD) invites all state employees to apply for their upcoming 2016-17 leadership development programs, Emerging Leaders Institute (ELI) and Senior Leadership Institute (SLI). ELI is designed to prepare future leaders for the state of Minnesota by guiding participants through a combination of  lessons from topical leadership experts and small group interactions over seven (7) months. SLI focuses on preparing experienced managers and directors for higher administrative roles within state government though an innovative ten (10) week partnership with the University of Minnesota Humphrey Institute of Public Affairs. We encourage agencies to consider investing in people from diverse backgrounds to build an inclusive future workforce. Applications are due on Monday, June 13th at 3:00 PM and can be found in a variety of formats on the ELD website under ‘Apply for a Program’.

Creating a job search agent allows you to receive email alerts when new positions are posted that match your search criteria.

  1. Go to www.mn.gov/careers.
  2. Sign in or click New User to register. These links are located on the top right of the Job Search Page.
  3. Select your desired job search criteria.
  4. Click Save Search
  5. Next, enter text in the Name My Search field, check the box to “Notify me when new jobs meet my criteria,” and enter your email address.
  6.  Click Save Search
  7. Repeat if you wish to set up additional search agents. You can save up to five job search agents.
