State Leader Spotlight
Alice Roberts-Davis, Assistant Commissioner, Property and Purchasing for the Department of Administration
Alice Roberts-Davis is responsible for the state’s real estate
and construction functions, as well as procurement including the new Office of
Equity in Procurement. The Office is focused on creating opportunities for
small businesses owned by women, minorities, veterans, and
persons with disabilities.
Prior to joining the state, Alice worked for a Fortune 100 company for 12 years in different leadership capacities, including real estate management and compliance. She was responsible for the purchase and development of land across the country, and she led the company’s $1 billion supplier diversity initiative.
Alice considers Elk Grove Village, IL her hometown. She attended the University of Illinois at Urbana-Champaign where she earned a degree in Journalism and went on to Florida State University College of Law and earned a Juris Doctor degree. She is married, has an eleven year old daughter, and a new puppy! She has also studied and taught French.
A message from Alice: I am excited that my current role as Assistant Commissioner ties together all of my previous professional experiences. I love being a part of the exciting and historic renovation of the Capitol, as well as the important diversity and inclusion work happening with the Office of Equity in Procurement.

Minnesota Management and Budget is hiring an Assistant Commissioner to lead the agency's
Debt Management Division. The Debt Management Division provides critical services to the state of Minnesota, managing the sale of bonds that
generate resources to pay for capital projects and fund specific programs that
are approved by the Legislature or required by law. The division is responsible
for debt management, capital project implementation, compliance with state and
federal law, establishing debt policy, forecasting debt capacity, serving as the
point of contact for the rating agencies and for the actual sale of various
types of debt instruments including state general obligation bonds that are used
to finance the costs of the state's capital projects. The Debt Management
Division is currently responsible for managing over $8 billion in state
tax-supported debt.

Minnesota Department of Health is hiring a Health Regulation Division Director to support the MDH mission through monitoring compliance with laws and rules
designed to protect the health and safety of Minnesota's nursing home residents,
home care clients, hospital patients, health maintenance organization enrollees,
clients of certain allied health professional groups and those involved in the
disposition of the deceased. The Division manages an annual budget of just over $26 million, comprised of State Government Special Revenue Funds, Medicare, Medicaid, General Fund, and Health Care Access Fund.

Gov. Dayton has hired a new state official as part of the Minnesota Department of Employment and Economic Development (DEED). Karen Francois will begin May 4 as the new Assistant Commissioner, Office of Career & Business Opportunity. Francois will be focusing on four main areas: better career and business opportunities, business practices, and state government.
Gov. Mark Dayton has hired a new state official to bolster diversity in Minnesota's workforce and close long standing racial disparities. James C. Burroughs will be the state's Chief Inclusion Officer. Burroughs is charged with leading efforts across state government to increase the percentage of state jobs held by people of color, as well as increasing economic opportunity for persons with disabilities and others underrepresented within the state’s workforce.
Met Council report explores reasons for
racial disparities in Twin Cities
On April 12, Metropolitan Council
released a report discussing the disparities between white residents and people
of color in the Twin Cities metro region. Black residents − although equal in
age, immigrant status, and English skills − were worse than white residents when
it came to things such as employment and hourly wages. View the full report on the Met

In

Dayton's $100 million plan to reduce disparities in housing, education,
and jobs.

Dayton’s Diversity and Inclusion Report
Governor
Dayton established the Diversity and Inclusion Council by Executive Order 15-02
in January 2015. The council released the 2016 Diversity and Inclusion Report in January updating policymakers
and Minnesotans on efforts to improve diversity in the state’s
workforce and business supplier chain, and to more equitably engage
diverse people, communities, and businesses in the work of state
government.
