RHTP Key Updates
- Application deadline extended to May 26, 4:30 p.m. for Rural Hospitals, Rural FQHCs, Rural CCBHCs/CMHCs, and Rural Tribal Nations
- Expenses may be eligible even if not named in the Notice of Grant Opportunity, if they align with Rural Health Transformation Program (RHTP) goals and activity priorities, result in transformative change for organizations and communities, are sustainable, and meet all other RHTP funding requirements

Dear partners,
Thank you for continuing to meet with MDH over the past month to work through Rural Health Transformation Program implementation. After hearing from many of you, we’d like to share a few updates in response to your feedback.
We have received many questions about whether projects or expenses that are not explicitly named in the Notice of Grant Opportunity (NOGO) are eligible. We’d like to clarify that expenses may be eligible even if they are not named in the NOGO, if they align with RHTP goals and activity priorities, result in transformative change for organizations and communities, and are sustainable beyond the RHTP grant.
- For example, under the activity “Technology investments to improve quality of care, care coordination, population health, revenue cycle management, efficiency, and cybersecurity,” telehealth to support connections between an ambulance and its home facility is not explicitly named but could be an eligible investment.
- All applications must demonstrate how each component of the proposal aligns with RHTP goals and activity priorities, results in transformative change for organizations and communities, and is sustainable beyond the RHTP grant. MDH and CMS will look for those key elements when reviewing applications.
- In TA meetings, MDH can help eligible entities see whether their proposal is likely to meet requirements, needs to be reconsidered to fit RHTP funding, or is not allowable. A reminder that all expenses must meet the other requirements of RHTP funding, such as not duplicating existing work or supplanting existing funding sources.
We have also heard from many of you that the timeline for submitting applications is tight. While we’re limited in how much flexibility we can offer due to RHTP funding timelines, we are able to extend the application deadline by a week. Applications are now due on May 26, 2026 at 4:30 pm Central Time.
After you submit your application, MDH will continue working with you. We’ll review your proposal and come back to you with any questions. If some expenses aren’t eligible, we’ll work with you to identify related expenses that are eligible or help you find another way to spend that portion of your allocation.
