Ordering the new security paper
Timing is key to ensuring your office has the new security paper required on January 1, 2025.
Northstar, Minnesota's security paper supplier, will begin shipping security paper designed with the new state seal starting on November 18, 2024. But don't order too soon or you'll receive more of the old paper!
Orders that Northstar receives before November 15 will be fulfilled with the "old" security paper.
Order that Northstar receives on or after November 15 will be fulfilled with the new security paper.
Order in time to ensure you have the new paper by January 1; the state contract allows Northstar up to 15 business days to deliver paper.
For vital records offices that usually order more than 10,000 pieces of security paper at a time, Northstar asks that you request 50% less when submitting your first order for the new paper. This will ensure that all Minnesota issuance offices can receive an initial supply of the new security paper by January 1, 2025. Issuance offices can begin using the security paper with the new seal as soon as they receive it.
As usual when ordering new paper:
- Order based on the next document control number (DCN) in the series following your office inventory.
- Inspect your new security paper when it arrives and enter the new DCNs into MR&C.
Beginning January 1, 2025, Minnesota certificates MUST be issued on the new security paper with the new state seal. After January 1, void the DCNs associated with the old security paper in MR&C. Follow the established void process and add a comment to explain that you are voiding the paper due to the change in the state seal.
After December 31, 2024, any remaining stock of security paper with the old seal held by Northstar, county offices, or the Office of Vital Records must be securely destroyed.
