The Mailbag, as it is commonly called, is a weekly bulletin of information submitted by and for local public health in Minnesota. The Mailbag provides a coordinated, non-duplicative source of information for local public health professionals, including announcements, events, tools, resources, and jobs. This free service is designed with the following audiences in mind: SCHSAC members, CHS administrators, public health directors, local public health staff, MDH staff, and friends of local public health in Minnesota. Films showcased at APHA: How local actions improve health
The Minnesota Department of Health is excited to announce that two videos showcasing the innovative and exciting work of our partners have been accepted to the APHA Short Film Festival: • Butterfield Hardware: To help address challenges to healthy and affordable foods in the rural community of Butterfield, the local hardware store made a business and community decision to carry healthy food in addition to tools. Butterfield worked with the Statewide Health Improvement Partnership to make this possible. • Bois Forte Band of Chippewa: The impacts of colonialism and other structural and economic barriers lead to high rates of cardiovascular disease and diabetes within Native American and Indigenous communities. Bois Forte has implemented multifaceted health and wellbeing efforts aimed at improving the health of Tribal members and reducing rates of cardiovascular disease and diabetes, including educational materials and physical activity that connects members to their ancestors and culture. Created as part of a series, the videos highlight what is being done successfully across the state in alignment with Minnesota's Action Plan to Address Cardiovascular Disease, Stroke, and Diabetes. The videos can be viewed on-demand to all APHA registrants and can also be viewed on the MN 2035 YouTube Playlist (https://www.youtube.com/playlist?list=PLnv1INVkmxmueyqi2pUdxe7xqY_LCK-Lq), along with all the other success stories.
Healthy Brain Initiative Community Grant Program Funding Opportunity
Minnesota Department of Health’s (MDH) Healthy Brain Initiative (HBI) is requesting proposals to reach and engage communities in Minnesota impacted by Alzheimer’s Disease and related dementias to improve brain health. Up to four organizations will be awarded for a 3.5-year grant period up to $20,000 per year. Apply for the Region V Public Health Leadership Institute
The Region V Public Health Leadership Institute (RVPHLI) is a free, six-month leadership program for current and emerging leaders across Region V states (including Minnesota). RVPHLI is an opportunity for professionals in public health and primary care to cultivate their capacity to influence change in their organizations and communities. This virtual program is grounded in theory, coupled with practical application and peer-to-peer learning. RVPHLI will set a foundation for both emerging leaders and current leaders to be equipped to be adaptive amid constantly changing circumstances and engage cross-sector partners in addressing the social determinants of health. The free virtual program runs from January-June 2025. Participants will engage in a variety of learning activities, both live and self-paced, for a total of 40 contact hours. This includes three 90-minute small-group reflective coaching sessions by state. The estimated time commitment is 1-2 hours/week on average over 22 weeks. • We seek to engage a diverse group of 38 participants from governmental public health and primary care fields. Participants represent a range of organizations, including state and local health departments, Federally Qualified Health Centers and community health centers, Tribal health organizations, and other health organizations. There is no requirement for a particular educational or experiential background; we encourage those who manage teams, serve in management or leadership positions, or are ready to step into a leadership role to apply. Application closes October 31.
Community Health Worker Scholarships Available!
Community Health Workers play a vital role connecting communities with health care providers and health resources. Scholarships are now available to individuals from diverse communities across Minnesota for CHW Certificate programs starting in Spring 2025. Funds cover up to $3,720 of the CHW Certificate program tuition and education related costs. Learn more and apply today at the link above.
Announcement: MnDOT Active Transportation Planning Assistance solicitation is open
MnDOT has recently released its next solicitation for Active Transportation Planning Assistance. This planning assistance opportunity will help communities create an active transportation action plan with help from a consultant. The goal is to help more people safely walk and bicycle to destinations where they live, work and play. Active transportation plans will analyze existing conditions, engage the community, identify ways to improve infrastructure, and identify policies and programs to encourage active transportation. This program is available to communities of all types and sizes. Previously selected communities include Mahnomen, Coon Rapids, St. Louis County, Alexandria, and Saint Peter. New this year: all selected applicants will also receive a supplemental technical assistance project in their community. Communities will be able to choose from six options, including demonstration infrastructure projects. Informational webinars: will take place on October 9 and 15, 2024. (Details in the link above.) The DRAFT Minnesota Drinking Water Action Plan names key risks and gaps and proposes strategies to address them. The Minnesota Department of Health (MDH) coordinated the development of the Plan, incorporating expertise and feedback from water professionals; state and local governments; researchers; and Minnesotans who drink water. MDH invites you to review the Plan and provide feedback by October 17. New online learnings for community health workers
Are you a Community Health Worker or do you work with them? CHWs provide culturally, language, and community specific health education, coaching, advocacy, and access to care and resources. New resources are available to empower CHWs with essential knowledge about health promotion and chronic disease prevention topics including arthritis, asthma, diabetes, and heart health! Trainings range from 10-30 minutes and can be accessed through the MDH e-learning center (www.health.state.mn.us/about/tools/learningcenter.html). MDH offers other resources for CHWs. The public they serve are diverse in many ways and are unique both intra- and inter-jurisdictionally. Laws and policy ecosystems also vary from one jurisdiction to another. 10/17: Seeking Health Equity: Understanding and Taking Actions on the Root Causes of Health Disparities
8:45 AM Eastern. Research suggests that a multitude of social and environmental factors such as education level, neighborhood of residence, and socioeconomic status are all strong predictors of a person’s health outcomes. Further, research suggests that a person’s race, sex, gender, and or sexual orientation can make them targets of discrimination, violence and inadequate health care. This workshop is designed to help public health professionals better understand these determinants of health so that they may best serve their communities. Participants will be asked to reflect honestly upon their workplace practices focusing on how such practices may potentially exacerbate health inequity. Participants will further be asked to work with the trainer to identify areas for growth within their work environments. This workshop has limited capacity. This is an online, interactive workshop on October 17, 2024 from 8:45am-12pm ET. Participants will use Zoom to join with both video and audio.

The Reimagine Black Youth Mental Health Initiative is a community-led policy demonstration initiative led by the Brooklyn Bridge Alliance for Youth in partnership with the Minnesota Department of Health. After extensive engagement with nearly 500 Black youth about policies they feel are impacting their mental health and wellbeing, a number of policy themes emerged, including safety as a top priority (which includes safety online from bullying, safety in the community from gun violence, and safety in schools from racism). 10/24: Compassion Fatigue: Considerations for Recognition and Management Among Public Health Providers

From pandemics to other public health emergencies and disasters—as well as in routine contexts—public health practitioners are very much on the front lines of the helping professions. In their varied critical roles, public health providers are potentially subject not only to physical fatigue, but also to psychological fatigue. This latter category of fatigue can entail emotionally relevant stress among public health workers, borne of their highly laudable compassion in serving their communities; this particular type of fatigue is known as ‘compassion fatigue.’ This interactive webinar will define ‘compassion fatigue’ and its relevance to public health workers and will characterize how compassion fatigue can manifest and be managed in public health providers.
