WIC Financial Reviews FFY2025
Federal WIC regulations require WIC grantees to have at least one financial review every two years to assure WIC funds are spent appropriately. With the start of federal fiscal year 2025 (FFY25), the WIC financial review will be updated to include additional documents for review, similar to how reviews were done in the past.
The following documents will be requested to support expenses claimed on the invoice. Please share this information with your agency’s fiscal staff who will complete the review.
- Salary and fringe benefit – payroll

- Time reporting to support ALL staff hours, which includes both WIC and non-WIC time. Total hours must equal 100%.
- Daily time reporting or quarterly time reporting (if not more frequent) for a minimum of no less than two consecutive weeks of WIC and non-WIC program staff time.
- Documentation of the time spent worked in each of the four WIC cost categories (program management, client services, nutrition education and breastfeeding promotion)
- Proof that payroll taxes, health insurance, retirement, workers compensation insurance, etc. have been paid.

Other cost category expenses (rent, supplies, communication, travel, interpreter fees, other etc.)
- Source documents for expenses. This includes invoices and receipts from vendors.
- Clearly indicate the program cost distribution and method used to determine the amount charged to WIC.
Why is MDH WIC making this change?
The additional documentation will:
- Provide MDH WIC staff more information about the grantee’s procedures and specific expenses.
- Offer a better understanding of grantees’ fiscal competency and compliance.
- Better support review of a grantee’s invoice/expenses to make certain expenditures are allowable, reasonable, appropriate, and supported by adequate source documentation.
When a financial review is due for your agency, grantee administrators and WIC Coordinators will be notified. Directions about the documentation needed will be included. If you have questions, please reach out to your state WIC consultant or Amy Lee at ames.lee@state.mn.us.

The MN WIC 2024 Training Conference is tomorrow…Are you ready? The speakers are flying or driving in, the venue will be set up by the end of today, and the community partners will be setting up their tables early tomorrow morning. We are all excited to see you in person again!
A few reminders for the day:
- Registration and breakfast start at 7:30 a.m. The conference will start promptly at 8:30 a.m. The registration desk will be closed during sessions.
- Log onto the MN WIC 2024 Training Conference webpage and orient yourself with conference details, the agenda, speaker information and materials, and more.
- There will be free Wi-Fi at the conference! Speaker handouts will not be printed; they are available on the conference webpage to view/download.

Service awards and pins
Years of service pins and award certificates will be mailed in the next two weeks directly to local agencies instead of being handed out at the WIC conference. If you notice any errors or are missing any awards or pins, please reach out to tina.breitenbach@state.mn.us.

Online tool for mental health resources
FastTrackerMN.org is a free search engine—a virtual community—where you can find statewide behavioral health resources and support. This online tool enhances patient-centered, integrated care by linking providers and community members to real-time availability. It effectively serves Minnesotans living with mental illness and substance use disorders by offering timely access to essential resources. For more information on how it works, you can view a short video in How to Search in English. These videos are at the top of their webpage and are available in Hmong, Somali, and Spanish. We added a link to FastTrackerMN.org on our Additional Support for WIC Families webpage under health and safety.
Minnesota WIC logo merchandise
If you are still interested in purchasing any Minnesota WIC logo merchandise (t-shirts, polo shirts, sweatshirts, hats, vests, sweatpants, etc.), visit this website: Twin Pines Imprinting. Local agencies may purchase for clinic use (polos, t-shirts, sweatshirts). If your agency chooses to place an order, first check in with your consultant and share your proposed order total since there are some contract limitations. Items cannot be used for participant incentives. Shipping and delivery fees will be applied, and items will be shipped directly to you. The online store will be available until October 15. We're celebrating the 50th anniversary of the Women, Infants, and Children (WIC) program. Since the opening of the first clinic in 1974, WIC has been committed to improving maternal and child outcomes.
