Vaccine Information Statements (VIS) not available for 12 years and older

The VISs are not yet available for the 2023-2024 COVID-19 vaccine products for people 12 years and older. A date for when this will be available has not been provided but the Centers of Disease Control and Prevention (CDC) state it is a priority.

Providing vaccine should not be delayed even when the VIS has not yet been developed for a newly approved vaccine. Information about the benefits and risks of the vaccine needs to be relayed to those receiving the vaccine, their parents or legal representatives, before vaccine administration.

Below are options for handouts that could be used until the VIS is available.

The following resources can be used to verbally relay basic information to the patient:

When the VIS becomes available, it can be found at CDC: Current VISs. You can sign up to receive updates by using the information on the left-hand side of the webpage.

MIIC forecaster changes

The MIIC forecaster has been updated to align with the new 2023-2024 COVID-19 vaccine recommendations. The vaccine groups have been re-named to include:

  • COVID Routine includes the new 2023-2024 mRNA vaccine and future COVID-19 vaccines.
  • COVID Pandemic includes all original COVID-19 pandemic vaccine products, such as the bivalent.

The updates will ensure all people ages 5 years and older are recommended to receive one dose of the COVID-19 routine vaccine and people 6 months through 4 years receive two doses of Moderna or three doses of Pfizer vaccine, with at least one of the doses being the 2023-2024 COVID-19 routine vaccine. The MIIC forecaster will no longer forecast or recommend doses of COVID-19 pandemic vaccine.

People ages 5 years or older with at least one dose of COVID-19 pandemic vaccine will be shown as ‘complete’ in the forecaster for the COVID Pandemic vaccine group. That first dose will be validated; and all other doses will be recorded in a client’s immunization record but not evaluated.

Example 1: People 5 years of age or older

  • History: One or more doses of original COVID-19 pandemic vaccines, no doses of new routine COVID-19.
  • Recommends doses in new vaccine group (COVID-19 Routine). Recommended date will be when the person turned 6 months old.

People ages 6 months to 4 years with at least two doses of COVID-19 pandemic vaccine will be shown as ‘complete’ in the forecaster for the COVID Pandemic vaccine group, with the first two doses validated.

Example 2: People under 5 years with previous COVID-19 vaccination

  • History: One dose of original COVID-19 Pandemic vaccine, one dose of Pfizer routine COVID-19.
  • Recommends one more dose in new vaccine group (COVID Routine), does not forecast dose of original COVID-19 pandemic vaccine. Recommended date will be when the person turned 6 months old.

Example 3: People under 5 years with NO previous COVID-19 vaccination

  • History: No COVID-19 doses.
  • Recommends a dose in new vaccine group (COVID Routine), recommends additional doses in the new vaccine group (COVID Routine) depending on initial product. The recommended date will be when the person turned 6 months old.

The forecaster is a helpful tool, but we recommend to continue to use clinical judgement and the CDC: Interim Clinical Considerations: Use of COVID-19 Vaccines in the United States to inform decisions for immunization.

COVID-19 vaccines covered by insurance

Insurance plans are required to cover the 2023-2024 COVID-19 vaccine for adults with no co-pay; this includes Medicare and Medicaid plans. It may take some time for insurance plans to update their systems, so encourage people to call their insurance if they are having difficulties.

Adults who have not updated their insurance to cover the new vaccine or whose insurance does not cover vaccines in a certain setting are not eligible for vaccines through the Uninsured and Underinsured Adult Vaccine (UUAV) program. These patients should call their insurance to find a nearby in-network provider. Only patients with coverage from a grandfathered plan under the Affordable Care Act that does not cover vaccines at all are considered underinsured and can be vaccinated using UUAV COVID-19 vaccine.

Please note that 2023-2024 Pediatric COVID-19 vaccines are available through the Minnesota Vaccines for Children (MnVFC) program.

Updated Interim Clinical Considerations

On Sept. 15, the CDC updated the CDC: Interim Clinical Considerations: Use of COVID-19 Vaccines in the United States to include recommendations for use of the 2023–2024 formulations of Moderna COVID-19 Vaccine and Pfizer-BioNTech COVID-19 Vaccine.
