The MIRHA Bi-Weekly update is a compilation of announcements from listservs, community, partners, and MIRHN (Metro Immigrant and Refugee Health Network) members to improve the health and engagement of immigrant and refugee communities in Minnesota.  Sharing an item does not imply endorsement by the MDH Refugee and International Health program or MDH as a whole.

June 21: Traumatic Stress Among Refugee Children and Youth

Switchboard is hosting a series of three webinars that explore the impact of traumatic stress on children and youth who experienced forced displacement and resettlement. This series will serve as a foundation for refugee service providers in understanding traumatic stress throughout typical stages of human development.

June 22: Contending with the Housing Crisis

Quality housing is essential for newcomers, but family size, resettlement location, and budget often make securing safe, sanitary, and affordable housing very difficult. The market for rental housing in the U.S. is characterized by nationwide shortages and rising costs resulting in a competitive and difficult to navigate environment. This webinar will feature a robust conversation on the housing crisis among experts in the resettlement and housing spaces. Through a roundtable discussion, they will provide suggestions and name promising practices for navigating this challenging market landscape.

June 24: MORE Run for Refugee 5K

MORE’s Run for Refugees 5K is a family-friendly event that takes place at Phalen Lake Park in St. Paul, MN. Whether you want to seriously compete (prizes are awarded to the first three finishers - male and female!), just walk and enjoy the beautiful weather, or somewhere in-between - this is the event for you!

This family-friendly event costs $35 plus processing fees (kids under 18 are free!).

June 28: Cultural and Practical Considerations for Working with Ukrainian Clients

Ukrainians who have arrived in the U.S. through the Uniting for Ukraine (U4U) program require support from service providers, but assisting this population can be challenging without a thorough understanding of their cultural needs. This webinar aims to provide newcomer service providers with greater cultural context and skills necessary to work effectively with Ukrainian clients. In partnership with the Cultural Orientation Resource Exchange (CORE) and a panel of experts, this session will help participants cultivate increased cultural awareness to better support Ukrainians in their communities.

Grants and Funding

Community Health Worker Program Scholarship Available

The Minnesota Community Health Worker Alliance (MNCHWA), in partnership with the Minnesota Department of Health (MDH) is offering 90 scholarships to strengthen and diversify the public health workforce to better meet the needs of under resourced communities in Minnesota by training Community Health Workers. Scholarships to get the Community Health Worker (CHW) Certificate are available for 90 students to start classes in August 2023. Students must be accepted to a college offering the CHW Certificate program to receive a scholarship.  Scholarships are funded by the Health Resources and Services Administration (HRSA).

MNCHWA and MDH are also looking for employers interested in the registered apprenticeship program for CHWs. A Registered Apprenticeship Program is a career pathway where employers can develop and prepare their future workforce, and CHWs can obtain paid work experience combined with on-the-job learning and related classroom instruction. CHWs participating in a registered apprenticeship program may also be eligible for a HRSA grant-funded stipend.

Minnesota Department of Health Request for Proposals

Deadline: July 13

The Minnesota Department of Health is requesting proposals for Closing the Childhood Immunization Gap. Eligible applicants include Health Care Organizations: Community Health Boards and Centers: County, and Tribal Governments; Federally Qualified Health Centers; Community Vaccinators; and Community-based organizations. Department of Revenue Tax Credit Outreach Grant

Deadline: July 31

Volunteer tax assistance sites play an integral role in helping Minnesotans, including those in diverse and underserved communities, take full advantage of the tax credits and benefits that are available to them. The Department of Revenue is offering a new Tax Credit Outreach Grant to help support this critical work.

Funds will be available to organizations who:

  • Publicize and promote the availability of eligible credits to taxpayers who likely qualify for them. These credits include, but are not limited to:
    • Child Tax Credit
    • Renter’s Income Tax Credit
    • Working Family Credit
    • Property Tax Refund
  • Increase awareness of eligible credits to demographic groups or geographic regions that historically have low rates of claiming eligible credits.
  • Create targeted communication around eligible credits, including advertisements and digital content (such as social media, videos, direct mailings, and print advertisements). This includes the cost of translating these materials.
  • Pay salaries to employees who provide outreach and communication on eligible credits.
  • Collaborate with other organizations to increase promotion of eligible credits across Minnesota.

Blue Cross Blue Shield of Minnesota — Center for Prevention Funding

DEADLINE: August 7

The Center for Prevention at Blue Cross Blue Shield of Minnesota announced their new multi-year funding opportunity. The goal of this funding is to support efforts to eliminate access to and use of commercial tobacco in Minnesota, especially in communities most impacted by commercial tobacco-related health inequities. 

The Center for Prevention will fund up to $2.5 million over the next three years. Applicants may apply for funding up to $150,000 per year.

C2DREAM Pilot Grant Program Request for Applications

DEADLINE: October 2

The National Institute on Minority Health and Health Disparities (NIHMD)-funded Center of Chronic Disease Reduction and Equity Promotion across Minnesota aims to research the contribution of structural and interpersonal racism to disparities in chronic disease including cardiovascular disease (CVD) and the related chronic conditions (RCC) of hypertension and obesity.

This pilot program is designed to support post-doctoral fellows and early-stage investigators and help them obtain preliminary data needed for independent grant applications to the NIH or other funders.

HomeHelpMN is available if you are a homeowner who has past-due expenses for your mortgage, contract for deed, manufactured home loan, property taxes, homeowners' insurance, homeowner association fees, lot rent, or tribal land lease. HomeHelpMN is a federally funded, temporary emergency program to support homeowners experiencing hardship during the COVID-19 pandemic. This project is being supported, in whole or in part, by federal award number HAF0011, awarded to Minnesota Housing by the U.S. Department of the Treasury. A Live Chat and Call Center are available Monday through Friday, 8 a.m. - 5 p.m. CT which includes interpretation services.  Applications on the waitlist will be prioritized by risk of housing displacement and submitted date and time if funds are available. If your application is submitted before the waitlist, it will be reviewed subject to available funding.

The Public Health Review is looking for submissions

The Public Health Review (PHRis a graduate student-led, peer-reviewed, open-access public health journal that is published by the University of Minnesota Libraries. The vision of PHR is to make health equity possible for everyone in every community. PHR provides students, alumni, and professionals from ANY discipline or affiliation – including outside UMN - the opportunity to publish public health-related material in a peer-reviewed journal. PHR accepts submissions 365 days a year under the following article types: research articles, literature reviews, analytic essays, opinion editorials, issue briefs, policy proposals, public health practice, and editor’s choice. PHR accepts submissions on a rolling basis and publishes two issues yearly, in June and December. Share your work today! Learn more about the submission process on the PHR website.


MPox Education Recruitment Flyer

MPox Education Recruitment

The study is entitled "Efficacy & Acceptability of a Mpox Curriculum for Disproportionately Impacted Communities" with support from the Friedman-Bowen Primary Care Scholarship Fund from the Minnesota Medical Association.  The study is a presurvey followed by educational modules about mpox and a postsurvey, which should take no more than 35 minutes from start to completion on average.  We are hoping to target the LGBTQ+ community primarily, though anyone who meets the criteria may consent to join the study.  We will also have this advertisement distributed via the Rainbow Health listserv and social media pages.


New Community of Practice for ECBO Leaders

Switchboard is launching a new Community of Practice (CoP) for Ethnic Community-Based Organization (ECBO) leaders with four monthly 90-minute sessions starting on June 29 to get to know each other, share successes and challenges in a safe space, and begin to build community.

Resources

Medical Assistance or MinnesotaCare Insurance Renewal

The Department of Human Services is encouraging individuals to keep their contact information up to date to get updated information on the renewal process and avoid losing coverage. Renewals for Medical Assistance enrollees will take place based on the anniversary month of an individual’s application for coverage. Renewal processes for Medical Assistance restarted in April 2023, beginning with enrollees who have a July renewal. Medical Assistance enrollees will receive a pre-renewal in the mail three months before their enrollment anniversary and the renewal form will be mailed one to two months before the renewal is due. Renewals for MinnesotaCare coverage will restart beginning in October 2023 for coverage effective January 1, 2024.

MNsure is Helping Minnesotans Find New Coverage

DEADLINE: July 5 at 2 p.m.

The Minnesota Department of Human Services (DHS) has restarted annual eligibility renewals for Medical Assistance and MinnesotaCare enrollees.

MNsure is playing an important role in helping those who no longer are eligible for those public health care programs find new coverage, by providing a smooth transition to private medical and dental insurance.

In addition to our official notices that are sent to those who are newly eligible for private plans, MNsure is:

  • mailing postcards
  • sending emails to educate consumers about their options through MNsure
  • using text messages to communicate important information and deadline reminders
  • collaborating with other state agencies to reach more Minnesotans
  • working with certified assisters across the state to provide free help to those transitioning to private insurance
