NEW Rubric for Assessment and Counseling Skills, Exhibit 4-M
The State Office, with assistance from the Nutrition Education workgroup, developed a Rubric for Assessment and Counseling Skills. Agencies can use this tool to assess CPA skills in specific Nutrition Assessment and Counseling activities and provide concise feedback to WIC CPA staff to promote continued Participant Centered Services (PCS) skill development. The rubric focuses on six main areas: Setting the Stage/Family Information, Nutrition/Breastfeeding Assessment, Nutrition/Breastfeeding Discussion, Support Health Outcomes, Overall Use of PCS Skills, and Cultural and Interpreter Use.
Each area contains a list of desired skills to observe, with the skill levels building from beginning to advanced. Coordinators and mentors can use this tool to help guide CPAs in building their skills. Some suggestions for using this tool include: while training new staff; during annual CPA monitoring observations; assessing PCS skills throughout the year; and when mentoring staff. Staff are also encouraged to use the rubric on their own as a self-development tool.
MOM Policy Update
MOM Section 4.6: CPA Monitoring and Oversight has been updated. The revisions include:
- Changed the title from CPA Performance Evaluation to CPA Monitoring and Oversight.
- Clarified procedures related to on-sight supervision, including in a remote working environment.
- Removed reference to Certifier, Prior Approval.
- Changed chart audit to chart review.

Removed Exhibit 4-I Record of CPA Monitoring sample form and reference to this exhibit in the policy.
- Under guidance, added:
- Suggestions for choosing records to evaluate for chart reviews and encouraged additional monitoring for quality. The Rubric for Assessment and Counseling Skills has been added as Exhibit 4-M and linked in MOM Section 4.6.
- Reference to peer breastfeeding supervision.
