The first Rural Training Track (RTT) in Minnesota

The Office of Rural Health and Primary Care in partnership with the University of Minnesota’s Department of Family Medicine and Community Health and CentraCare applied for and received federal funds to develop the first Rural Training Track (RTT) in family medicine in the state.

Over the next three years, the University and leaders at CentraCare will be planning and working towards an accredited and sustainable rural residency program. Once accredited, the first cohort of matched residents will spend their first-year training in CentraCare’s urban hospital in St. Cloud and then transition to spending two years at rural clinical sites in Willmar, Minnesota and surrounding communities.

“These family medicine doctors-in-training are key to addressing the rural physician shortages we are experiencing,” said Zora Radosevich, Director of the Office of Rural Health and Primary Care after having spent the day in Willmar meeting with physician leaders and community members. The RTT program also offers a great opportunity to respond to rural health equity issues and attract a diverse class of residents to serve a region growing in diversity.

The Office is committed to seeding more rural tracks in family medicine and other specialties across the state. These are long-term, investment intensive programs and we need our federal, state, private partners and, most importantly, community members to come together to support them.

Pending accreditation and formal approvals, the first family medicine residents could begin training in St. Cloud as early as 2025.

OPEN: Health Professional Clinical Training Expansion Grant

Health Professional Clinical Training Expansion Grant This grant supports the establishment or expansion of clinical training for eligible health professional training programs. The grant program provides funding for planning clinical training programs, and/or expanding existing clinical training programs in rural and urban underserved areas of Minnesota. Funds will be awarded through a competitive review process. Eligible, accredited training programs must be located in Minnesota and must train students in at least one of the following health professions: advanced practice registered nurses, dental therapists and advanced dental therapists, mental health professionals, pharmacists, or physician assistants. OPEN: Dental Safety Net Grant

The Dental Safety Net Grant MDH is soliciting proposals for grants to eligible dental providers who serve the uninsured. Funds will be awarded each year proportionally among all eligible programs, based on the total number of uninsured patients under the age of 21 served by the provider. The Legislature appropriates up to $113,000 each Fiscal Year. Annual funding will be allocated by formula, among eligible applicants over a 3-year project period. The grant project period will be January 1, 2023, to December 31, 2025. The Letter of Intent (LOI) is due 11:59 p.m., Wednesday, September 28. Applications are due 11:59 p.m., Friday, November 11. OPEN: Federally Qualified Health Center Subsidy Grant

Federally Qualified Health Center Subsidy Grant Federally Qualified Health Centers are community–based and patient–directed organizations that deliver comprehensive, culturally competent, high–quality primary health care services. Per legislation passed during the 2007 MN Legislative session, Minnesota Statute 145.9269 empowers the Commissioner of the Minnesota Department of Health to distribute grants to FQHCs and FQHC Look–Alikes "operating in Minnesota to continue, expand, and improve federally qualified health center services to low–income populations." The Legislature has appropriated up to $2,644,000 each Fiscal Year. Funding will be allocated by formula, among eligible applicants over a 3–year project period. The Letter of Intent (LOI) is due 11:59 p.m., Wednesday, September 28. Applications are due 11:59 p.m., Monday, November 14. OPEN: J1 Visa and Waiver

J-1 Visa and Waiver The Minnesota Department of Health (MDH) is committed to improving access to health care in underserved areas of the state. The Minnesota J-1 Visa Waiver Program, administered by the Office of Rural Health and Primary Care (ORHPC), is one strategy to address the shortage of physicians in rural and urban areas. Due to the difficulties some areas experience recruiting and retaining physicians, many communities turn to International Medical Graduates (IMG) and J-1 Visa Waivers to fill their physician vacancies. The current application process is open and will close 4:30 p.m. Central Time, November 30, unless fewer than 30 applications have been received. New: USDA Emergency Rural Health Care Grants

USDA Emergency Rural Health Care Grants The U.S. Department of Agriculture (USDA) will provide up to $500 million in grants for COVID–19 testing and vaccines, rural health care services, and food assistance. Eligible applicants that are public, nonprofit, or tribal organizations may apply for two tracks of funding: 1) Track One Recovery Grants that must be used in response to the pandemic and to support immediate health care needs; and 2) Track Two Impact Grants that create sustainable solutions for long-term regional rural health care problems. Applications are due October 12.

New: HUD Older Adults Home Modification Grants

HUD Older Adults Home Modification Grants The U.S. Department of Housing and Urban Development (HUD) will set aside at least one-third of the funding for rural projects for this program. About 20 awards of up to $1.2 million each will be made to nonprofits and local governments for home modifications and limited repairs for low-income, elderly homeowners. Applications are due  October 13.

Mobilizing Health Care Workforce via Telehealth

ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up–to–date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities.

September is National Recovery Month

September is National Recovery Month. Since 1989, the Substance Abuse and Mental Health Services Administration (SAMHSA) has increased efforts to raise awareness, promote new evidence-based treatment and practices, and celebrate individuals during their long-term recoveries.  Promotional materials, including social media content, are available on SAMHSA’s National Recovery Month website. At HRSA, nearly every bureau and office has a program focused on the opioid crisis, including an array of ongoing projects in the Rural Communities Opioid Response Program.

3RNet Recruiting for Retention Academy

The National Rural Recruitment and Retention Network (3RNet) will hold six live webinars from October 4–December 13 sharing expertise and resources for finding and hiring primary clinicians in rural facilities. The 3RNet network is formed by member organizations, including State Offices of Rural Health, primary care offices and associations, and university programs.

September is Suicide Awareness Month

The Suicide Prevention Conference for Rural Faith Leaders will be held September 27 in Bemidji and repeated September 29 in Mankato.

This year's National Rural Health Day is Thursday, November 17.
