Public comment period open for draft preliminary rules on dried raw cannabis
The Minnesota Department of Health (MDH) Office of Medical Cannabis is developing new rules to implement the addition of dried raw cannabis as an approved medical cannabis delivery form.
Earlier in 2021, Minnesota lawmakers passed legislation that was signed into law by Gov. Tim Walz that allows registered medical cannabis patients 21 and older to smoke dried raw cannabis.
MDH is seeking public comments on the draft preliminary rules. The rules will be finalized after public comments and additional information are considered. The law requires that the rules be finalized on or before March 1, 2022.

About the public comment process
Public comments provide an opportunity for members of the public to be involved in the rulemaking process and share opinion, expertise, or additional facts that will benefit MDH in making the best-informed decisions before finalizing these rules. There is no required format for public comments. However, comments that are specific, supported by evidence, and focused on the subject of the rulemaking are likely to have a more significant impact on MDH’s decision-making.
The public comment window will remain open until November 8, 2021.
