COVID-19 Health Response Grants Report to the Legislature

The COVID-19 Emergency and Health Care Response Report to the Minnesota Legislature (PDF) has been submitted to the Minnesota Legislature and is available for viewing.

The report provides an update on the grant programs that were passed by the Minnesota Legislature and signed into law by the Governor last March. Minnesota Session Laws 2020 Chapter 70 authorized the Commissioner of Health to: 

  • Award $50 million in Short Term Emergency grants from the Public Health Response Contingency Account; and
  • Create a $150 million COVID-19 Health Care Response Fund, to be awarded as grants by the Commissioner of Health.

Both grant programs were created to support the capacity of eligible organizations to plan for, prepare for and respond to the outbreak of COVID-19.

Eligible organizations included: ambulance services; health care clinics; pharmacies; health care facilities and long-term care facilities, including but not limited to hospitals, nursing facilities, and settings at which assisted living or health care services are or may be provided; and health systems.

These health care providers have played an essential role in the State of Minnesota’s response to COVID-19.

To date, MDH has issued 1,247 grants, providing close to $200 million in critically needed financial support for health care providers to counter COVID-19.

Reminder: Rural Hospital Capital Improvement Grant

The Rural Hospital Capital Improvement Grant opens the week of December 14. The purpose of the Rural Hospital Capital Improvement Grant is to help small rural hospitals make needed facility and equipment improvements. Applications are due to MDH on January 29. Reminder: Rural Hospital Planning and Transition Grant

The Rural Hospital Planning and Transition Grant helps small hospitals (50 or fewer beds) preserve or enhance access to health services through planning or implementation projects. Applications are due to MDH on January 29. For more information, contact: craig.baarson@state.mn.us

Reminder: Minnesota Small Rural Hospital Improvement Program (SHIP)

The Office of Rural Health and Primary Care (ORHPC) coordinates a state application to the federal Health Resources and Services Administration, Office of Rural Health Policy on behalf of Minnesota's small rural hospitals (49 or fewer beds). The application form must be completed and returned to ORHPC by January 31, for inclusion in the FY2021 SHIP Program. For more information, contact: health.ruralshipgrant@state.mn.us

New: IMG Primary Care Residency (PCR) Grant

The IMG Primary Care Residency (PCR) Grant supports primary care residency positions for Minnesota IMGs who are certified by the Educational Commission for Foreign Medical Graduates (ECFMG) and who agree to practice post residency in rural or underserved areas of the state. Funds will be awarded after a competitive review process. Applications are due to MDH by 4:30 p.m., February 5. For more information, contact: MN_health.IMG@state.mn.us

New: Community Clinic Grant

The Community Clinic Grant, supports the capacity of eligible organizations to plan, establish or operate clinical services for populations with low income and/or living in rural areas of the state.
