2020 MN Rural Health Conference

 Applications open for conference exhibit tables until March 13 

You asked and we listened! In response to participant feedback, this year we are planning to reduce the number of exhibitors to allow more space for people to network. We will be testing a new layout that includes more space for tables for meals and mingling among the exhibitors. Nominate MN Rural Health Awards until March 20

Nominations are now being accepted for the Minnesota Rural Health awards given out at the MN Rural Health Conference. Award Types:

Conference updates

To receive updates about the 2020 MN Rural Health conference, sign up to receive conference updates. This year the conference will be held June 15-16, at the DECC in Duluth.

Minnesota workforce reports

The Health Workforce Planning and Analysis Unit, housed within ORHPC, is a team of researchers who collect and analyze Minnesota-specific data on nearly 20 different licensed health care professions.

MDH is the only organization collecting this level of detailed data on the state’s health care workforce. The team provides data and analyses to legislators, reporters, workforce planners, researchers, and others, for a variety of purposes.

The Health Workforce Planning and Analysis Unit also develops reports and presentations on individual professions and a wide range of health care specialties, such as mental health and oral health. View the Workforce Reports and Presentations webpage to read them.

We Count Campaign: the 2020 census2020 MN Census

It is important for rural health that everyone gets counted!

It will be critical to engage and inform low-response areas about Census 2020. Minnesota is a big state, with nearly 5.5 million people and 90,000 square miles of land to cover. We can help the census effort by knowing where to target messages. With this interactive map, you can explore which areas of Minnesota participated at higher or lower rates during the past two decennial Census counts in 2000 and 2010. You can filter by county, congressional district, state senate district, or zip code, looking at previous census participation rates as well as factors that might impact response.

Grants and other funding

Rural EMS Training Grant

The Rural Emergency Medical Services Training and Equipment Assistance Program is accepting applications for EMS Training Grants. The purpose of this program is to recruit and train emergency medical services (EMS) personnel in rural areas, with awards up to $200,000. Eligible applicants are rural emergency medical service agencies operated by a local or tribal government (fire-based and non-fire based) and non-profit emergency medical service agencies. Additional tips for applying for a SAMHSA grant are at: https://www.samhsa.gov/grants/applying. Applications are due Monday, March 30.

Health Professional Clinical Training Expansion Grant

The Health Professional Expansion Grant Program is currently accepting grant applications. The deadline for submission is March 31, 4:30 p.m., CST. The Commissioner of Health awards grants to support the establishment or expansion of clinical training for eligible health professional training programs. The grant program assists in planning and/or implementation of expanded clinical training by eligible health professional training programs in Minnesota by funding costs associated with creating or expanding clinical training opportunities. Hospital Safety Net Grant Program

The Hospital Safety Net Grant Program is currently accepting grant applications. The deadline for Step 1 is due 12:00 p.m., March 30. Step 2 is due April 27. The Commissioner of Health awards grants to support hospitals which provide services to high cost Emergency Medical Assistance (EMA) enrollees. Funds will be awarded proportionally among all eligible hospitals who apply, based on the total dollar amount of qualifying EMA claims of over $50,000 between February 1, 2019 and January 31, 2020. Clinical Dental Education Innovations Grant

The Clinical Dental Education Innovations Grant Program is currently accepting grant applications. The deadline for submission is Friday, April 3. the Commissioner of Health is authorized to award grants to sponsoring institutions and clinical dental training sites for projects that increase dental access for underserved populations and promote innovative clinical dental education or clinical training programs. Individual providers applying alone are not eligible for grants, nor are clinical training sites or institutions outside of Minnesota. For more information, contact Randi Callahan at 651-201-3860.

Rural Healthcare Provider Transition Project

The Health Resources and Services Administration (HRSA) is accepting applications for the fiscal year (FY) 2020 Rural Healthcare Provider Transition Project (HRSA-20-099). The purpose of this program is to provide technical assistance to assist small rural hospitals and rural health clinics (RHCs) in strengthening key elements of value-based care, including, but not limited to quality, efficiency, patient experience, and safety of care. A T.A. webinar is scheduled for March 19. Applications are due April 17.

IMG Residency Preparation Program – BRIIDGE

The University of Minnesota, in partnership with Minnesota Department of Health, will again offer a residency preparatory program for international medical graduates from April 2021 – December 2021. This nine–month program will consist of inpatient and outpatient training opportunities as well as community and classroom based components to optimally prepare participants to match into and succeed in residency programs. The deadline for submission is 4:00 p.m. CST, May 1. For more information, contact Yende Anderson or email the IMG Program.

Phlebotomy and clinical specimen collection master contract

The State of Minnesota is seeking qualified vendors to provide phlebotomy and other clinical specimen collection services. All services are requested for purposes of infectious disease surveillance and disease prevention and control per Minnesota Statutes §144.05 and Minnesota Rules, Chapter 4605; and for special research studies and program evaluations.To obtain a copy of the Request for Proposal (RFP), email: Joey Lee, MA3 Contracts and Grants Manager, Health.IDEPC.Finance.Unit@state.mn.us  Subject Line: Specimen Collection RFP.

2018 Minnesota Women's Health Report Card

The University of Minnesota’s Center for Leadership Education in Maternal & Child Public Health, in collaboration with many different divisions at the MDH have developed the 2018 Minnesota Women’s Health Report Card: A Snapshot of Minnesotan Women’s Health (2016-2017). The report card is now available in: English, Hmong, Somali, and Spanish.

Patient Safety Awareness Week: Achieving safe and reliable health care

In recognition of Patient Safety Awareness Week (March 13-19), a webcast will be held Tuesday, March 10, 1:00-2:30 p.m. ET, with Dr. Allan Frankel, an internationally recognized expert in patient safety. He will discuss the socio-technical framework for promoting a culture of safety, effective leadership, and continuous learning. He will provide practical strategies for improving safety, focusing on teamwork, psychological safety, and accountability. Join the webcast the day of the session Call-in: 888-795-3252. UCare Foundation awards more than $2M to improve community health across Minnesota 

The UCare Foundation has awarded more than 25 grants throughout Minnesota for health improvement initiatives benefitting underserved populations. The grants fund programs addressing prevailing health disparities in the state; they also provide needed resources for counties and providers. The UCare Foundation is a community –directed initiative of UCare focused on supporting innovative services, education, community outreach and research. These include programs on local needs, mental health, health equity, immigrant health, and aging.

Rural hospital guide to improving care management

The Rural Hospital Guide to Improving Care Management is a result of the 2019 Rural Care Coordination and Population Health Management Summit, funded by FORHP. The guide provides rural hospital executive and management teams with generally accepted best practice concepts related to care management. Rural hospitals can use the guide to determine how to most effectively staff care management and identify opportunities to improve clinical and financial outcomes.

2019 Rural care coordination and population health management summit report

The 2019 Rural Care Coordination and Population Health Management Summit Report will assist rural hospitals, clinics, and network leaders in considering key actions they can undertake to incorporate community care coordination planning as a strategy to help position their organization for population health.

Laura Grangaard Johnson selected to serve on CMS Technical Expert Panel

We can't help but be proud that Laura Grangaard Johnson was once an ORHPC intern! Ms. Johnson, MPH, senior research analyst at Stratis Health, was selected to serve on a national Centers for Medicare & Medicaid Services (CMS) technical expert panel (TEP) for the Reevaluation of Inpatient Claims-Based Outcome Measures. She brings subject matter expertise in rural critical access hospitals and quality measure development and evaluation, and experience working with claims data.

Stratis Health is one of the nation’s leading experts in rural health quality.

Dr. Rahul Koranne named new Minnesota Hospital Association president

Rahul Koranne, M.D., MBA, FACP, has been named president and CEO of the Minnesota Hospital Association (MHA). Koranne has served as MHA’s senior vice president of medical affairs and chief medical officer since 2015. As MHA’s first chief medical officer, he increased the engagement of the association’s member clinicians, staff and leaders across the state in the collaborative work that hospitals and health systems do to improve the quality of health care. “Rahul’s experience includes leadership in both a large health system and one of Minnesota’s smallest critical access hospitals,” said Sara Criger, MHA board chair; senior vice president, Allina Health; and president, Mercy Hospital and United Hospital. “In addition, Rahul brings the leadership qualities the board of directors was seeking as well as a deep commitment to our mission of improving the health of Minnesotans. He will accelerate the association’s strong collaboration with other health care stakeholders in Minnesota.”

Staff news

Carol Gronfor has been hired as the new supervisor for the Primary Care Financial & Technical Assistance Programs unit at ORHPC.  She is coming to us from the St. Paul Police Department, where she has been the grants manager of their grants portfolio.  Prior to that she was the director of development for the Hmong American Partnership, and has considerable grants experience, primarily in education and human services.  She has an MPA from the Humphrey School and has a particular interest in addressing issues of equity.
