Washington
County Housing and Redevelopment Authority | Achieves Smoke-Free Grounds
The American Lung Association in Minnesota, in partnership with
Washington County Public Health and Environment through its Living Healthy in
Washington County project, commended the Washington County Housing and
Redevelopment Authority (HRA) on successfully implementing a policy that makes
its grounds completely smoke-free.
Since May 2015, all new and current residents have been signing
smoke-free lease addendums. As of June 1, 2016, every tenant in the HRA units has
signed an amended lease, meaning that the 100 percent smoke-free grounds policy
is in effect.
Thanks to this change, residents in more than 1,075 HRA units in
Washington County can now breathe safe, smoke-free air in their homes. The new
policy means that smoking (including electronic cigarettes) is prohibited for all residents and their guests in the building where the resident’s live, including inside
their apartment. This includes all of the rental community’s common areas including
all adjoining grounds, parking areas, green spaces, and outdoor areas.
Tobacco is the single greatest cause of disease and early death in the United
States. Secondhand smoke contains more than 7,000 toxic chemicals, about 70 of
which are known to cause cancer. An estimated 43,000 deaths per year are caused
by exposure to secondhand smoke. Children and infants exposed to secondhand
smoke have an increased risk of sudden infant death syndrome (SIDS),
respiratory illnesses (coughing, sneezing, shortness of breath, bronchitis and
pneumonia), ear infections, asthma attacks, decreased cognitive function, and other serious health problems.
Implementation of the new smoke-free policy will greatly reduce the
cost of cleaning units that have been occupied by heavy smokers (saving an
estimated $3,000 per unit annually). Smoke-free policies also will keep residents’
homes safer by reducing fire risks that are caused by smoking.
Living Healthy in Washington County, the American Lung Association,
Canvas Health and HRA staff provided resident meetings across Washington County
to educate residents on the new policy and provides tobacco cessation
information. Smoke-free signage, violation tear-off pads, and ongoing
communication with residents, managers, and maintenance staff helped make the
implementation successful.
Living Healthy in Washington County is part of the Statewide Health
Improvement Program (SHIP), Minnesota Department of Health.

Minnesota Compass is a social
indicators project that measures progress in the State of Minnesota, its seven
regions, 87 counties and larger
cities. Compass tracks trends in topic areas such as education, the economy, the
workforce, health, housing, public safety, and a host of other issues.
Compass gives everyone in the
state – policymakers, business and community leaders, and concerned individuals
who live and work here – a common foundation to identify, understand, and act
on issues that affect our communities.
It does this by:
- Providing
unbiased, credible information.
- Tracking
trends and measuring progress on issues that impact our quality of life.
- Identifying
disparities by including trend data by race, age, gender and income whenever
possible.
- Providing
additional resources for addressing issues.

We are pleased to share our report
Community Voices: Reducing Tobacco-related Health Inequities. In 2015, we
initiated the Community Voices input process to address the disproportionately
higher rates of commercial tobacco use and secondhand smoke exposure in many
of our communities.
This report includes input from community
stakeholders on the harms of commercial tobacco, approaches to decrease
commercial tobacco use and exposure, and strategies to address tobacco-related
health inequities. It also includes findings and opportunities for action based
on the input gathered.
We hope these findings and actions will become
an asset as you work to improve your community’s health. Please share these
resources with community members and partners as you see fit. We hope this
report serves as a resource and blueprint for action as you work to reduce tobacco-related
disparities in Minnesota.
Read the report at http://www.health.mn.gov/communityvoices.
Thanks
to all those who participated!
