MDE Opens Public Comment Period on Proposed Health Education Standards
Today, the Minnesota Department of Education (MDE) published the Dual Notice of Intent to Adopt Rules regarding the Health Standards. This opens a comment period for the public. Instructions on how to comment are included with the notice. You can find a copy of the notice and the proposed rules in the State Register. The Statement of Need and Reasonableness (SONAR) describes the standards review committee’s process of writing the proposed standards and why each Anchor Standard (also known as rules) is needed and reasonable. The SONAR is available on the MDE Health Standards page at Health Standards Review and Revision.
The Intent to Adopt Rules was published on Monday, December 15, 2025. Written comments will be accepted until 4:30 p.m. CST on February 9, 2026.
The Minnesota Academic Standards in Health are not considered final until published in the State Register with a formal Adoption of the Rule. The 2025 Academic Standards in Health are anticipated to be implemented in the 2028-29 school year.
MDE, based upon input received during the comment period, may still make changes to the proposed rules. Following the comment period, the standards will be subject to approval by the governor and review by the Court of Administrative Hearings. If approved, MDE will publish a Notice of Adoption in the State Register.
