Registration is open for each of the webinars listed below. To register, simply click on the training date and follow the instructions. Presentation material and information on joining the webinar will be sent to registered participants the day before each training.

SPECIAL EDUCATION/UFARS Reconciliation Training Webinar

The Minnesota Department of Education invites you to participate in a WebEx session for advanced training on reconciling special education expenditures between reporting systems. The training will cover similarities and differences between the Access to Career and Technical Education – Special Education (ACTE-SPED) and Special Education Data Reporting Application (SEDRA) to Uniform Financial Accounting and Reporting Standards (UFARS) expenditures. Learn how unreconciled consequences impact special education aid calculations.

Topics include the reconciliation reports, how to access the report, elements included in the reports, expenditures eligible for inclusion, tips, and reference materials.

Presentation material and information on joining the webinar will be sent to registered participants the day before. Each training contains the same information, but feel free to register for more than one.

Special Education End-of-Year Grab Bag Webinar

Discuss special education finance end-of-year reminders for SFY 2025 and new requirements for SFY 2026. Topics include SEDRA, MEGS, tuition billing, special pupils and state special education aid calculations.

Training will be held on August 13, 2025, 10–11:30 a.m.

SEDRA 101 Beginners Training Webinar

This training is a basic introduction to using the Special Education Data Reporting Application (SEDRA). The presentation will cover gaining access, website navigation, procedures, system coding, errors and more. An ideal training for those new to special education funding.

Training will be held on: September 17, 2025, 10–-11:30 a.m.

SEDRA 220 Advanced Topics and Errors Training Webinar

This training is for those who would like advanced training on the Special Education Data Reporting Application (SEDRA). A few of the many topics covered will be licensure, maintenance of effort, coding expenditures and correcting errors.

Training will be held on: September 17, 2025, 1:30–3 p.m.

Special Expenditure Applications for Student Placements (Special Pupils)

Minnesota Statutes establish the requirements for a local educational agency (LEA) to receive funds for special student placements, formerly called “Special Pupils.” Attend this webinar to learn more about how to report Special Pupils for Care and Treatment in the Minnesota Automated Reporting Student System (MARSS). Learn which students may be eligible for additional aid. See how enrollment data is used to record expenditures in SEDRA. The session will cover the specific student characteristics and the process of submitting an application for state aid. You will also learn what happens after an application is reviewed. Specific aid applications are:

  • Special Expenditure Application Out-of-State Tuition for Minnesota Residents
  • Special Expenditure Application Court Placed Non-Minnesota Residents with Individualized Education Programs (IEPs)
  • Special Expenditure Application Special Pupils with Individualized Education Programs (IEPs)
  • Special Expenditure Application Special Pupils without Individualized Education Programs (IEPs)

Special Education Tuition Billing Overview

The Minnesota Department of Education is responsible for calculating state special education aid adjustments for students with Individualized Education Programs (IEPs) that are served outside of their resident district. Learn the process of how Tuition Billing calculates and invoices the resident district for the unreimbursed costs of providing special education services, special education transportation, and general education revenue, if applicable. This presentation will highlight the tuition billing system, student acknowledgements, source systems used for tuition billing, highlight key reporting issues and reports to monitor.
