Reminder: Notice of Intent to Adopt Expedited Rules Regarding the Mathematic Standards

MDE’s Notice of Intent to Adopt Expedited Rules regarding the Mathematic Standards were published Monday, August 5. This opens a 30-day comment period for the public. Instructions on how to comment are included with the notice. You can find a copy of the notice and the proposed rules in the State Register. The SONAR describes the standards review committee’s process of writing the proposed standards and why each Anchor Standard (also known as rules) is needed and reasonable. The Statement of Need and Reasonableness is available on the MDE Mathematics Standards webpage.

The Intent to Adopt Expedited Rules was published on Monday, August 5, 2024, at 8 a.m. Written comments will be accepted until 4:30 p.m. on September 4, 2024.

The Minnesota Academic Standards in Mathematics are not considered final until published in the State Register with a formal Adoption of the Rule. The 2022 Academic Standards in Mathematics are anticipated to be implemented in the 2027-28 school year.

MDE, based upon input received during the comment period, may still make changes to the proposed rules. Following the comment period, the standards will be subject to approval by the governor and review by the Office of Administrative Hearings. If approved, MDE will publish a Notice of Adoption in the State Register. The 2022 Academic Standards in Mathematics are anticipated to be implemented in the 2027-28 school year. 

Reminder: Language Access Training Opportunity: Using TransAct ParentNotices

To help with parent and family engagement requirements under the Learning English for Academic Proficiency and Success (LEAPS) Act, Every Student Succeeds Act (ESSA) and to meet the civil rights obligations of schools in working with multilingual families and English Learners (EL), the Minnesota Department of Education (MDE) has partnered with TransACT ParentNotices. The ongoing partnership provides unlimited access to expertly written parent notifications that meet state and federal legal requirements, translations of those notices into languages for parents, guidance on required audiences, and recommended timelines.

What is ParentNotices?

TransACT ParentNotices provides districts and charter schools with access to online libraries of hundreds of legally reviewed, federally compliant, translated parent notifications. The subscription is designed to help staff save time and money associated with parent and family engagement requirements and the associated translations. The notifications and letters are available in multiple languages. 

General Education Notifications: contains more than 130 documents, forms, signs and letters for communicating with students, parents and the community.  

  • Health – Head Lice, Head Injury, Immunizations 
  • Free and Reduced Meals – Letter to Households, Application 
  • School Administration – Back to School Kits, Bullying forms, Parent Teacher Conference Letter, Behavior Referral, Bus/Field Trip, etc.  
  • Campus Signs – Bully Free Zone, Welcome to Our School, Restrooms, Office, etc. 
  • English Learner – Title III/EL forms 

ESSA/ESEA Parent Notifications: contains more than 100 notices supporting title program mandates under the Every Student Succeeds Act (Title I, III, Teacher Qualification, Homelessness).

Reminder: Federal Statewide Workforce and Low Incidence Project Grant Funding Available

Minnesota Department of Education (MDE) is seeking applications from Minnesota educational cooperative service units that have prior experience in the provision of statewide leadership and other forms of technical assistance to ensure a free and appropriate public education (FAPE) for students with low incidence disabilities. The grant-funded partner selected for an award will provide supports to continue to sustain and increase the capacity of the special education workforce in Minnesota.

Reminder: Charter School Board Governance Research Study and Development Project Grant Opens

Funding is available to a qualified external entity to develop and implement a board governance research study and analysis of charter school board governance in Minnesota to identify root causes of persistent governance issues.

The entity will develop a report with recommendations. The report will be shared with the Minnesota charter sector broadly and will allow Minnesota charter partners to co-develop a statewide plan in response to the recommendations.

Reminder: Charter School Incubator Training and Development Grant Opens

Funding is available to a qualified external entity to develop and implement a charter school incubator program for charter school developer teams to create a strong understanding of charter school law, governance, financials, staffing, etc., prior to the completion of an authorizer’s new charter school application. The subgrantee will demonstrate what is necessary to open and sustain a charter school based on a market need and demand study, including effective governance, financial management and oversight, and developing a high-quality academic program.
