Welcome to the Minnesota READ Act Newsletter


The goal of the Minnesota READ Act is to have every child reading at or above grade level every year, beginning in kindergarten, and to support multilingual learners and students receiving special education services in achieving their individualized reading goals.

READ Act Local Literacy Plan Summary – Active on March 1, 2024

The Minnesota Department of Education is providing a Local Literacy Plan Template and Survey to collect Local Literacy Plan submissions required by the Minnesota READ Act legislation. This submission replaces the Read Well by Third Grade (RWBTG) data and local literacy plan submission. Each district or charter school is required to complete the annual submission of their Local Literacy Plan to MDE by June 15, 2024. As part of this submission, districts and charter schools will provide details from the 2023-24 school year and their 2024-25 literacy plan.

On March 1, 2024, district or charter school contacts will receive an email with the subject heading: READ Act Local Literacy Plan Submission – Now Open. If a district or charter school has a question, please contact the MDE Literacy Unit.

March is National Reading Month

Read Across America is the nation’s largest celebration of reading. Many schools, libraries, and communities of readers celebrate with an annual event on March 2, but National Education Association’s (NEA) Read Across America also provides educators, parents, caregivers, and children the resources and activities they need to keep reading on the calendar 365 days a year.

This month’s highlight is A Crown for Corina by Leakan Zea Kemp and illustrated by Elisa Chavarri.

Corina’s abuela encourages her to choose flowers with special meaning for her birthday corona.

We sat down with Minnesota Author and Illustrator Nancy Carlson. Nancy has published more than 60 picture books! She has been reading, writing, and illustrating her entire life.

The Boys in the Boat by Daniel James Brown.

Would you recommend the book?
Yes. If you like historical non-fiction, like me, you’ll enjoy this book.

How much do you read?
I try to read a chapter or two every day. I’ve become a slower reader as I’ve gotten older.

Why do you read?
I enjoy reading to learn something. I still remember my first chapter book, a biography of baseball player Babe Ruth. I’ve been reading since I was little and loved going to the library for a summer reading program.

About the Minnesota READ Act

Minnesota Reading to Ensure Academic Development Act, known as the READ Act, was passed and signed into law by Governor Tim Walz on May 24, 2023. The goal of this legislation is to have every Minnesota child reading at or above grade level every year, beginning in kindergarten, and to support multilingual learner and students receiving special education services in achieving their individualized reading goals. The READ Act replaces Read Well by Third Grade (RWBTG) and is in effect as of July 1, 2023.
