Announcement: Special Education (SPED) Teacher Pipeline Program

The fiscal year 2025 SPED Teacher Pipeline Program grant competition will be posted on February 13, 2024. MDE will be hosting an information session about the grant opportunity also on February 13.

The 2023 Legislature invested $30 million dollars over the biennium to scholarships, stipends and programmatic assistance to support Tier 1 or 2 special education teachers, paraprofessionals, or other employees to obtain a Tier 3 special education teacher license.

The grant opportunity will be posted on Minnesota Department of Education (MDE) competitive grant opportunities webpage by the end of business day on February 13.

The information session will be held over Zoom on Tuesday, February 13, from 3 to 4 p.m. Register for the SPED Teacher Pipeline Program information session to receive the meeting link. The session will be recorded, and session materials and the recording will be shared with those who register for the session.

New Change to Principal Development and Evaluation

Minnesota Statutes 2023, section 123B.147, requires school districts to provide annual principal evaluations which support and improve principals’ leadership practices. Changes to requirements for principal development and evaluation were passed in the 2023 legislative session which require local models to “support and improve a principal's culturally responsive leadership practices that create inclusive and respectful teaching and learning environments for all students, families, and employees.”

Changes will take effect for the 2024-25 school year.

MDE has launched a new Culturally Responsive Leadership webpage including more information as well as resources to help districts and principals implement these changes.

Districts and school leaders are encouraged to watch for upcoming webinars and other support activities to support these changes.

New Changes to Teacher Development and Evaluation

Minnesota Statutes 2023, section 122A.40, subdivision 8, and Minnesota Statutes, section 122A.41, subdivision 5, require school districts to develop and provide teacher development and evaluation activities in partnership with exclusive representatives of teachers. Changes to requirements for teacher development and evaluation were passed in the 2023 legislative session which require local models to include rubrics of performance standards for teacher practice that:

  • Are based on professional teaching standards established in rule,
  • Include culturally responsive methodologies, and
  • Provide common descriptions of effectiveness using at least three levels of performance.

Changes to teacher development and evaluation will take effect for the 2025-26 school year.

MDE has launched a new Culturally Responsive Practices webpage including more information as well as resources to help districts and local unions implement these changes.

Districts are encouraged to watch for new resources, upcoming webinars, and other support activities to support these changes.
