The Minnesota Department of Education (MDE) Teacher Residencies and Apprenticeships Planning Grant is making $1.2 million in funding available for up to six grants to institutes of higher education educator preparation programs to support planning for future teacher residency programs and registered teacher apprenticeships. Grants will support higher education and district partnerships’ participation in the National Center for Teacher Residencies (NCTR) Residency Foundations course and participation in NCTR’s Design Academy through June 2025. Additional grant funds may be used for honorariums or stipends for planning team members, travel and other expenses for team planning meetings, supplies and materials associated with planning, candidate recruitment activities and materials, and administrative costs.
MDE and NCTR will be holding a pre-grant information session for potential grant applicants. This session will provide applicants with a grant overview, an overview of the application process, use of funds, teacher residency programs, and NCTR supports for grantees.
The application window for this grant is expected to open in January or February 2024.
Interested potential grant applicants can register for the virtual Teacher Residencies and Apprenticeships Planning Pre-Grant information session scheduled for January 19, 2024, from 1:30 to 2:30 p.m. Registrants will receive a recording of the event.
To request a reasonable accommodation, contact Chris Ramadan (651-582-8810) at least two weeks prior to the session.

Heritage Language teachers in Hmong, Karen, Somali, and other languages seeking a Tier 3 or 4 World Languages and Cultures License can qualify for participation in an upcoming mentorship cohort. Heritage Language and Culture teachers from across Minnesota can qualify for participation in this cohort if they are: Tier 1 and 2 teachers seeking initial licensure in World Languages and Cultures to teach their native language; or, Tier 3 and 4 teachers seeking to add a World Language and Culture license in their native languages. This cohort is intended to support individuals who have decided, for whatever reason, not to enroll in a teacher preparation program, but instead to demonstrate the required standards via portfolio.
The cohort will have access to mentors and guidance throughout the portfolio process, and opportunities to collaborate with other teachers. They will meet two times per month both in person and online. At the end of the cohort program, participants will have developed the portfolio items needed for submission to demonstrate proficiency in World Languages and Cultures standards, as well as Standards of Effective Practice for initial licensure candidates.
By virtue of being Heritage Language teachers, world languages and cultures non-teaching-specific content standards for those enrolled in this cohort program will be considered “met,” significantly reducing the number of standards to be met by the licensure candidate. Portfolio fees will be waived, and if cohort meetings occur during the school day the cost of substitute teachers will be reimbursed by Professional Educator Licensing and Standards Board (PELSB).
PELSB is hosting the following information sessions for individuals interested in the Heritage Language & Culture Pathways Program:
