MEGS Update
The Minnesota Education Grant Management System (MEGS) is now available for local educational agencies (LEAs) to access. The Identified Official with Authority (IOwA) must grant user access to MEGS through the Education Identity and Access Management (EDIAM) security system. The MEGS Central Data Collection application is available for all LEAs to complete and submit. Visit the MDE Calendar to view the training dates and links for the “MEGS Overview: Accessing MEGS and Completing Central Data” sessions.
The MDE Calendar also includes the eight repeated trainings between May and August titled “Completing the ESEA Consolidated Application in MEGS.” These two-hour sessions will walk through the application components for the programs under finance codes 401, 406, 414, 417, and 433. The first of these sessions is on May 16, 2023, from 1 to 3 p.m.

Student Support Data Collection (SSDC) System for the 2022-23 School Year
The Minnesota Department of Education will collect recently arrived English Learner (RAEL), Active Duty Parent (ADP), students with limited or interrupted formal education (SLIFE), and Immigrant data elements via the Student Support Data Collection (SSDC) Systems. All information must be entered by June 1, 2023, for use in reporting, funding and accountability calculations. Students appear in the SSDC system with a recent error-free MARSS submission. Only approved SSDC Coordinators are able to access the secure SSDC system to identify students.
All LEAs must submit data in the SSDC for school year 2022-23. For school year 2022-23, RAEL, ADP, SLIFE, and Immigrant data elements will be pulled from the SSDC submission system. Moving into school year 2023-24, all LEAs who are Ed-Fi certified for MARSS will be expected to report these data elements through Ed-Fi. This means the SSDC data must be input in your district or charter’s student information software where it will live and be thus be submitted to MDE via the Ed-Fi Application Programming Interface (API). In school year 2023-24, any LEA not yet certified for MARSS will be expected to report in the SSDC. Stay tuned throughout next school year for reminders and tips on SSDC data being submitted in Ed-Fi.

ICYMI: Final Deadline Approaching – Minnesota COVID-19 School Testing Grants
The Minnesota COVID-19 School Testing Grant, FIN 170, is currently active and all school districts and charter schools that have applied and accepted funding are encouraged to begin drawing down funds from SERVS at this time and regularly throughout the year.
The final draw deadline for FIN 170 is July 22, 2023. All budget items that need MDE approval must be submitted by July 15, 2023. It is important that all funds are drawn by July 22, 2023, given the federal Centers for Disease Control (CDC) grant deadline. If your district or charter school does not intend to spend the entirety of your FIN 170 award, please notify mde.testing@state.mn.us right away.

Nonpublic Equitable Services
Join members of the MDE Student Access and Opportunity Division for a training on nonpublic equitable services in ESEA Title programs. The same session is offered twice – once for LEA Officials and again for Nonpublic School Officials.
The May topic is on the consultation timeline and related documentation requirements. Additional updates will be included regarding planning for SY24 and technology in Title IV, Part A.

Title Tuesday – May
Join members of the MDE Student Access and Opportunity team every third Tuesday of the month to learn about topics that apply to many Elementary and Secondary Education Act (ESEA) Title programs. Example topics include application requirements, program implementation and monitoring, and documentation of activities. There is time reserved in each session for participant questions. There is no need to register.
The topic for the May session will be parent involvement with a focus on parent representation from the student population.

Migrant Student Information Form (MSIF) Workshop
In this brief virtual meeting, participants will be supported to complete the MSIF including all the required minimum data elements for migratory students. This training is specifically prepared for district staff designated to enter data for migratory children (e.g., migrant liaison or other staff).

Making Connections for Migratory Students Training
This workshop will give you a brief overview of the Migrant Education Program. During this training, participants will have the opportunity to meet members of the Minnesota Migrant Education Program team and discuss collaboration efforts and ways to help remove barriers for highly mobile families. Participants will learn about expectations of the migrant liaison, tools and resources available for school districts, reporting requirements, and learn how to advocate for migratory students. Whether or not you are a migrant liaison, this training will support you in advocating for migratory children who may enroll in your district or charter school.

Completing the ESEA Consolidated Application in MEGS
Join MDE staff and MTW Solutions for an overview of the SY24 ESEA Consolidated Application in the Minnesota Education Grants System (MEGS). The session will include a review of the application timeline, action steps within MEGS, and available resources to support application writing. This session is offered on May 16, May 23, June 8, June 14, July 19, August 2, August 21 and August 30.

Title I, Part A Overview and Program Design
This virtual training will provide an overview of Title I, Part A and program design considerations (including best practices, necessary components, and allowable spending). This training is designed to be interactive and questions are welcome. This session is offered May 24 and June 16.
The June 16 session can be viewed on the MDE Calendar and will be included in the June 13 edition of the ESEA Update.
