Invitation to Apply: English Learner Stakeholder Input Group
The Minnesota Department of Education (MDE) is seeking applications from educators, parents and community members to serve on the English Learner Stakeholder Input Group (ELSIG). The purpose of the ELSIG is to provide MDE ongoing recommendations on a variety of issues relating to the improvement of standards, instruction and assessment for the state’s English learners (ELs). It is composed of educators, parents and community members from throughout the state who are knowledgeable about the educational needs of ELs.
The time commitment is two hours, from 1 to 3 p.m., on each of three dates during the 2022–23 school year (October 17, 2022; January 9, 2023; and April 24, 2023) with the possibility of additional survey requests by email. Meeting location is to be determined. Hybrid options will be available when in-person meetings become an option.
Complete the ELSIG application by Monday, August 29, 2022.
Selected applicants will be notified and posted by the middle of September 2022.

2022 MAASFEP Conference and Board Openings
The Minnesota Association of Administrators of State and Federal Education Programs (MAASFEP) requests that you consider serving as a representative from your congressional district on their board. Currently, representatives are needed from most congressional districts. Representatives help to communicate new information, relevant ideas and practices to help improve the expertise of the members. Contact Terryl Pearson, Gretchen Hoffman or Tammy Kraft to find out more about becoming a member of the MAASFEP Board.

The 2022 MAASFEP Conference will be held on October 5, 2022, at the Crowne Plaza Minneapolis West Hotel in Plymouth. This day will feature an ESEA Title Program Administrative Day and the conference keynote will be Mark Horbinski who will speak on reclaiming the human connection. All attendees will receive a copy of the book Just Look Up by Joe Beckman. Registration will be active by August 1. For additional information, check out the 2022 Conference on the MAASFEP website.

ICYMI: SY23 ESEA Title Applications in SERVS Financial
The SY23 ESEA Title Applications for finance codes 401, 406, 414, 417, and 433 are available in SERVS Financial. Preliminary awards are loaded. These are subject to change and will be recalculated in late fall 2022 using the final appropriation provided by the U.S. Department of Education.
Local educational agencies (LEAs) must accept the FFY22/SFY23 awards and initiate their SY23 applications in SERVS Financial by June 30, 2022, in order to begin obligating funds on July 1, 2022. Refer to the ESEA Title Grant Application Tools webpage for tools to support application submission. Training opportunities are listed below and on the MDE Calendar.

ICYMI: New to Federal ESEA Title Programs?
Many school districts and charter schools are in the process of making necessary staff assignment changes and filling vacancies. This often results in new Federal ESEA Title Programs staff.
MDE would like to proactively assist LEA staff who are new to Federal ESEA Title Programs. The majority of the technical learning should occur before the federal grant applications are due on September 1. In order to support these staff members, please email the following information to mde.esea@state.mn.us so we can connect them with the right supports:
- School district name and number.
- New Federal Programs staff name, email address, and phone number.
- Federal ESEA Title program(s) they will be managing.
It is also recommended these new-to-ESEA staff sign up to receive this newsletter.

ICYMI: ESEA Title I Committee of Practitioners (COP) is Seeking Members for 2022–23
The Minnesota Department of Education is seeking applications from schools/districts that receive Title I, Part A funds. For more information, including terms, please visit Title I, Part A Committee of Practitioners (COP) Seeking Members for School Year 2022–23. All 2022–23 meetings will take place virtually.
If you are interested, please complete the application linked below. MDE staff will contact you by early September via email regarding the status of your application.
Please forward this to any colleague or parent of a Title I student who might be interested. The Committee of Practitioners application must be submitted by August 26, 2022.

Join the MDE Student Access and Opportunity staff for upcoming trainings. All links to join can be found on the MDE Calendar. There is no need to register unless otherwise noted.
ESEA Title Applications in SERVS Financial
Join MDE staff for an overview of the timeline for applications in SERVS Financial for finance codes (FIN) 401, 406, 414, 417, and 433. The session will include an overview of the application timeline and available resources to support application writing. This session will be offered six times during the summer of 2022.
ESEA Title Applications – Budget Worksheets
Join MDE staff for an overview of the required budget worksheets for finance codes (FIN) 401, 414, 417, and 433. The session will include an overview of the requirements and how to complete and upload the budget worksheets for each finance code. This is the first of five sessions offered in June, July and August.
Title Tuesday
Join members of MDE Student Access and Opportunity team every third Tuesday of the month to learn about topics that apply to many ESEA Title programs. Example topics include making amendments to your application, accepting and declining awards, and closing out awards. There is no need to register.
